200 trained paramedics on war-path, govt likely to terminate services | | | Early Times Report JAMMU, Sept 9: Jammu and Kashmir government has put future of more than 200 paramedical employees working in various hospitals including Government Medical College (GMC) Jammu and super-speciality in jeopardy by deciding to terminate them from the services. If the sources are to be believed, health and medical education department has decided to adhere to the order issued by the General Administration Department (GAD) wherein state government had decided to terminate all those engaged by the previous NC-Congress coalition government as casual labourers, daily rated workers or on contractual basis. The department is readying to show these trained paramedical staff members the door towards outside. They added that this is being done despite authorities running the medical colleges, hospitals and other peripheral healthcare centres advising the government against taking any such decision, which according to them has tendency to jeopardise functioning of their respective institutions. Sources further said that government is unlikely to heed to the request of the heads of these institutions and an order to terminate these employees is likely to be issued anytime. However, these employees who were engaged vide SRO 384 of 2009 on academic arrangement basis in the medical and the dental education department to overcome the shortage of manpower in the medical as well as dental colleges of Jammu and Srinagar have nowhere to go. If disengaged, they would be left with no option but to approach court of law seeking relief since this would mean increasing the number of unemployed in the state. These employees have already approached Chief Minister Mufti Mohammed Sayeed and Advisor to CM Prof. Amitabh Mattoo apprising them about their case and seeking adequate relief. They have submitted representations both to the CM and his advisor. According to their representation, a copy of which is with Early Times, they were engaged on academic arrangement basis through proper channel and after intense scrutiny. They have said that advertisements were issued in all the leading dailies and it is in response to this, they applied for various posts. They have added that they responded to the advertisements and applied for various posts. A committee comprising of the Principal and other important officials screened the applicants. They selected candidates for various paramedical positions purely on the basis of merit and capability, maintains the representation. They have said that now the same posts are to be filled up by the state government on fast track recruitment basis ignoring experience of the applicant. These employees have said that they are not against the fast track recruitment planned by the government but want to be suitably adjusted by the state government. They have said that state government is competent to relax the rules as has been done in the past to accommodate those who were engaged for filling up vacant positions. They have said that once the posts are referred to SSRB, career of applicants shall be jeopardised. They have added that under section 4 of the special provisions act-2010; all the posts held by Adhoc/contractual or consolidated employees have been excluded from the purview of the board. They have said that if the benefit of the special provisions act is extended to the applicants, the posts held by them cannot be referred to the SSRB as is being done at present. They have pleaded with the government to consider adjusting them against the posts on which they are already working. They have referred to one Parveen Kumari who has, according to them developed Chronic Hepatitis-B while serving in the medical college. They have said that if she is terminated, her whole family would be ruined. These employees have threatened that if the government would not listen to them, they would have no option but to approach court of law, agitate on the roads and even, take extreme steps if required. |
