Early Times Report
Jammu, Sept 9: In major development that can be seen as a setback to cop turned high profiled politician Farooq Khan and NC, the Government has ordered reinstatement of Manohar Singh SSP into service with immediate effect. Singh has been attached in the office of Principal Residnet Commissioner J&K Government, New Delhi, where a post has been sought to be created by the Home Department specifically for him .
Highly placed sources in the Civil Secretariat said that an order to this effect -order No . 389 home of 2015 dated 8-09-2015, was issued on Tuesday, September 8 by the Home Department duly signed by the Principal Secretary Home RK Goyal, which stated that on the recommendations of the Review Committee Government has accorded sanction to the reinstatement of Manohar Singh into service. The order also clearly states that sanction has been accorded to transfer of a post from the 'overall cadre strength of the J&K Police(gazetted) Service" to the office of Principal Resident Commissioner New Delhi for the purpose of drawal of salary of the officer till such time he remains attached there .
The order text issued by the Principal Secretary Home RK Goyal also states that this order has been issued without any prejudice to the outcome of any writ petition(s) pending consideration before any competent court of Law.
It may be recalled that Manohar Singh was released from Jammu's high- security Kotbalwal Jail last year in May following a conditional bail given by the apex court. Singh was released from the prison after spending four years and eight months behind the bars in connection with a case of murder of a former NC legislator's son Amandeep Singh, and fudging of evidence. Pertinently, Court of Additional Sessions Judge, Jammu earlier had rejected the bail application of Singh. SC had given conditional bail on the ground that he shall remain outside of the state of J&K and shall present himself with the Station House Officer (SHO) on every Sunday at 11 am.
Amandeep was shot dead at his home in Shashtri Nagar locality here August on 29, 2009 by one Jatinder Singh alias Raja, son of an influential businessman. Amandeep's mother and NC’s former MLC Deepinder Kaur was an eyewitness to the murder of her son.On September 28, 2009, The Special Investigation Team (SIT), probing the murder of a former NC legislator's son Amandeep, had arrested three police officers, the then SSP Jammu Manohar Singh, SHO of Gandhi Nagar Police Station Sultan Mirza and Sub-Inspector Satnam Singh in connection with the case. The three were among the six police officers earlier suspended by the Government for their alleged role in fudging the evidence and changing the weapon of offence. While all these developments took place during NC-Congress regime, Farooq Khan was DIG Jammu at that point of time. However, his trial was delayed and he was said to have been denied basic facilities during his stay in prison.
