Delay in release of funds: Irrigation schemes fail to take off | | | Arun Singh

Jammu, Oct 10: Despite liberal funding from the Centre for carrying out irrigation-related works under Accelerated Irrigation Benefits Programme (AIBP), undue delay by the state government to release funds has hit hundreds of irrigation schemes in the state. AIBP guidelines envisage that the central funds along with matching share by the state government should be given to the implementing agencies within 15 days of their release by the government of India. "As many as Rs 641.08 crore were released by the Administrative Department to Chief Engineers of Irrigation and Flood Control Department after delay ranging between 4 to 151 days during 2009-10 to 2012-13 which defeated the purpose of the programme which was particularly meant for the farmers of the state," sources said. They said that due to lackadaisical attitude of the Administrative Department in releasing the fund on time, construction of 40 surface minor irrigation schemes costing Rs 77.52 crore and approved during 2008-09 could not be taken up immediately for execution. Sources disclosed that approximately 173 minor irrigation schemes could not be executed in their respective years due to delayed release of fund by the state government. Although the Irrigation Department failed in taking up the issue of release of fund on time with the state government, the latter blamed the Finance Department for not releasing funds in time. |
