Is there any trade union in Health Deptt? No, says DHSK | | | Early Times Report
Srinagar, Oct 15: An RTI reply from the office of Director Health Services Kashmir (DHSK) has generated a new debate about the legal status of employees' trade unions in the state. The DHSK while responding to an RTI query has categorically made it clear that no trade union is registered with the office. Details available with Early Times reveal that RTI activist Umar Javaid had filed an application before the General Administration Department (GAD) few months ago seeking details about registered trade unions of government employees in J&K. The Public Information Officer (PIO) forwarded the RTI application to all the administrative departments/ministries in the civil Secretariat who forwarded it to their subordinate offices/ directorates, etc. "I had sought details about registered trade unions in J&K and details of their office bearers along with their present place of posting. But it is ironical that GAD, which controls all the administrative departments, played safe and instead forwarded my application to other administrative departments. How is it possible that GAD has no knowledge about any trade union organization," Umar told Early Times. He said he has been getting "3000-4000 mails (letters) on daily basis from the last two months from various areas of state," and most of the departments say they don't have any trade union. "When I saw the reply from the DHSK I was shocked, because there are several employees unions and federations run by the Health Department employees in J&K. It is ironical that Director Health is not aware about it, nor do have they obtained any registration documents from these unions," said Umar. Notably, on April 11 this year Health Minister Ch Lal Singh addressed a conference of Jammu Kashmir Pharmacists Association. |
