Some BJP Ministers against holding ULBs polls in 2016

Srinagar, Oct 15: The BJP is pitching for deferring polls for the urban local bodies (ULBs) which the Government had earlier announced would be held next year.
Top sources in the Government told Early Times that the polls for the ULBs will be held in April or May next year but the reluctance of some BJP Ministers is acting as a spoilsport in the entire process.
There are reports that the BJP believes it's not prepared for the polls in various areas of its stronghold Jammu and that it requires some more time.
Interestingly, on July 18 Deputy Chief Minister Dr Nirmal Singh had stated that the Government was committed to holding elections for the ULBs to "strengthen democracy at grassroots level".
On the other hand, some PDP Ministers including Chief Minister Mufti Mohammad Sayeed's close confidant Naeem Akhtar Andrabi have been advocating early elections. It was in that context that Mufti had announced holding the ULB polls early next year.
The PDP believes it has gained much of its ground. It got the roads in Srinagar macadamized and also took measures to extensively increase its membership drive in the State's summer capital.
The ULB polls were last held in January 2005, after a gap of 23 years. The elections were to be held in 2010 again, but the Omar Abdullah-led NC-Congress coalition Government failed to conduct them on time, which led to the lapse of funds granted by the Government of India for the process.
In Jammu and Kashmir, there are 82 ULBs: 74 Municipal Committees and six Municipal Councils.
As the Government at present has not taken any final decision over holding of these much awaited polls, sources said if the confrontation between the two coalition partners continues sans any breakthrough, it may take toll over the entire process. If the status quo remains, it would again result in lapse of crores of rupees, otherwise being sanctioned by the Centre for the State.
