| How Kitchloo overstepped his domain as I&C Minister! | | Promoted blue eyed ineligibles as MDs | | Early Times Report
Srinagar, Oct 0 15: In a startling revelation, former Jammu and Kashmir MOS Industries and commerce Sajad Ahmad Kitchloo over stepping his authority, assumed the powers of Chief Minister and promoted three junior General Managers as Managing Directors.
The General administration department which is headed by the Chief Minister, has the authority for affecting transfers and promotions and accordingly place such proposals for the cabinet for approval.
The documents available with Early Times speak volumes about the working of the then MoS I&C Sajad Ahmad Kitchloo.
The document reveals that Ishtiyaq Hussain Drabu, Rakesh Sharma, and Jasvinder Singh, all general managers were placed as in charge Managing Directors of Handicraft Corporation, JKCL and industrial developmental corporation purely on temporary basis .
According to the government order no 48 dated 5.3 2014, Ishtiyaq Hussan Drabu was transferred and posted as in charge Managing Director till permanent arrangements were made by the government.
Similarly Rakesh Sharma and Jasvinder Singh, wide order no 27 dated 03.02. 2014, and order no 125 dated 02.06 2014 were posted as in charge Managing Directors of JKCL and Industrial developmental corporation purely on stop gap arrangements.
Sources said that all such orders were issued after the then MOS Industries and Commerce gave consent to such postings without taking General administration department and the Chief Minister on board.
All these three junior General Managers were picked up from only one public sector thus ignoring the other senior General Mangers of other PSU.
Sources also said that Sajaad Ahmad Kitcloo before making all above arrangements, placed Sohail as in charge Managing Director of JK Mineral on similar pattern.
Sources said that the then Chief Minister Omar Abdullah and the present government had received lot of representation from other senior most General Managers of different PSU's against such pick and choose of the former Minister.
The Early Times is also in the possession of another document where in all these temporary Managing Directors made a proposal to the then MOS for release of the grade of the 37400-67000. GP Rupees 8700 admissible to Managing Directors.
The proposal was forwarded by these in charge Managing Directors directly to MoS industries without taking financial commissioner to government industries and commerce department on board.
Sources said that it is not understood as to why the General Administration department headed by the then Chief Minister was ignored for such move.
Sources said that surprisingly Abid Sohail in charge MD JK Minerals who was posted much before the above in charge MD's was not allowed the pay scale of MD who had a strong case for the same.
On scrutinizing the documents of posting the above three junior General Mangers as MDs the then Chief Secretary Mohmmad Iqbal Khanday put his foot down and reverted Jasvinder Singh back to his original position as General Manger.
Sources said that the cases for reversion of Rekesh Sharma and IH Drabu were under process with the General administration department but Mohmmad Iqbal Khanday had to proceed on VRS.
However sources revealed to Early Times that the case for their reversion with GAD is under active consideration. |
