Employees stationed at same place for decades | No transfer policy for Libraries department | | Akshay Azad Early Times Report jammu, Oct 15: With libraries across the State dying a slow death, employees of the department are a happy lot as in absence of any concrete transfer policy, these employees have been posted at same stations for the last many years. Sources in the department informed Early Times that majority of the employees including Junior Librarian, Junior Assistants, Library bearers, Library Assistants beside others had been enjoying their stay at same places from 10 to 20 years. "Many employees open libraries late and even close it before scheduled closing time. They even close library for few days in a month and simply fill the attendance register. These practices never come into notice of higher ups", sources said. Attributing lack of work culture in department to absence of transfer policy, sources said that apart from other factors, the transfer of employees also contributed to bring vibrancy and work culture in the department but same was missing and officials were least bothered over the issue. They further said that there were 56 libraries in Jammu province in which the sanctioned strength of employees was 174. The available employees on posts are 113, creating a shortage of 61 employees. "The department attributes shortage of employees for no transfer of employees, but in majority of Government departments there is shortage but transfers of employees happen there", they said and appealed higher authorities to transfer employees and also to cancel attachment of several employees. Deputy Director Libraries Jammu, Om Parkash said that there was shortage of staff due to which employees were not transferred, adding that it has been decided by the Director Libraries to transfer overstaying employees and order would be issued after Darbar move. |
