I&FC Department fails to execute centrally sponsored schemes | Out of 770, 117 completed in six years | | Arun Singh Early Times Report Jammu, Oct 19: The Irrigation and Flood Control Department has miserably failed to execute centrally sponsored schemes aimed at boosting agriculture potential of the state. Out of 770 irrigation schemes 653 schemes with an estimated cost Rs 2089.45 crore are still incomplete even after the lapse of six years. Sources told Early Times Report Government of India had launched numerous schemes to increase agriculture potential of the state by giving assistance to the farmers in many ways so that agriculture production may be revived but the position of implementation of Irrigation schemes under Accelerated Irrigation Benefit Programme showed poor performance. "The Irrigation and Flood Control Department had taken up 335 schemes including Major Medium: 1; Minor Irrigation: 334 at a cost of Rs 1221.07 crore for execution during the period 2009-14 and 435 schemes estimated cost Rs 1455.12 crore were already under execution as of March 2009," they said. Astoundingly, out of these 770 schemes in which 13 are Major Medium and 757 are Minor Irrigation, 653 with an estimated cost Rs 2089.45 crore were due for completion by still date thereby only 407 schemes were completed, sources revealed. They further said that out of 224 Minor Irrigation schemes under execution during the period 2009-14, 103 schemes i.e 46 percent with estimated cost Rs 128.72 crore were reported as completed in 2014 but fact of the matter is that 12 schemes in six divisions at expenditure of Rs 13.18 crore were either incomplete or non-functional. Further, against the ultimate Irrigation Potential of 2085 hectares in respect of these 12 schemes the Irrigation Potential created was 258 hectares out of which irrigation potential of only 83 hectares was utilized as of March 2013 thereby rendering the expenditure of Rs 13.18 crore mostly unfruitful. Besides, in one scheme taken up in the year 2008 to reclaim the Culturable Command Area of 100 hectares by dewatering of submerged Area did not yield the envisage results despite spending of the full cost of Rs 85 lakh. |
