16 months on, no meeting of BoD | Political bickering leaves JKPDCL almost defunct | | Akshay Azad Early Times Report Jammu, Oct 21: Notwithstanding the fact that Jammu and Kashmir has vast untapped power potential, working of state owned sole power generating Corporation has come to a grinding halt due to alleged internal fighting between political dispensation owing to which neither the Board of Directors is reconstituted nor the meeting is held in the last sixteen months. Sources in Jammu and Kashmir Power Development Corporation Limited (JKPDCL) informed Early Times that the Board of Directors (BoDs) was highest decision making body in Corporation but after the new dispensation took reins of power, the BoDs was not constituted, creating hurdles for its smooth functioning. "The BoDs is headed by Chief Minister with eight other members including Power Minister. It is reliably learnt that BJP wants Dr. Nirmal Singh to head BoDs, rather than Chief Minister Mufti Mohammad Sayeed", sources said, adding that after nearly eight months since it came to power, the government has failed to take decision for constitution of Board, reflecting the non serious approach towards this vital sector. They further informed that during previous government the portfolio of Power was with Chief Minister Omar Abdullah, but the new dispensation even failed to take decision to appoint members of BoDs. Sources further said that as per the constitution Power Minister was also member but BJP didn't want to share seat of Chairman with PDP, which has been causing problems for smooth functioning. Other members of BOD are Principal Secretary to Chief Minister, Commissioner Secretaries of Power, Commissioner Secretary of Planning and Development Department, Commissioner Secretary of Finance department, Managing Director and Executive Director of PDC and State's Economic Advisor. They further informed that due to failure of government to nominate BoDs no new policy decision has been taken. "If there will be any major tender advertised by the department and some firm will be shortlisted, in absence of BoDs, no decision can be taken", sources said, adding that many decision to hire a consultancy firm for quantifying losses incurred by Jammu and Kashmir state due to Indus Water Treaty besides other decisions are still pending. |
