Absent from duty for 7 yrs, R&B Minister's kin rehabilitated as JKPCC DGM

Srinagar, Oct 21: In brazen violation of the norms, a close relative of the Roads and Buildings Minister Altaf Bukhari has been rehabilitated in J&K Projects Construction Corporation (JKPCC) as Deputy General Manager (DGM) even though he had been absent from duty and working abroad for around seven years.
Vikar Mustafa Shounthu, an engineer in the JKPCC, had been absent from his duty and was working in the Middle East. Officials said under norms, he deserved to be terminated from the service, or at least "dies-non clause" should have been invoked by virtue of which his being absent from service would not be counted in his service record.
But since Bukhari, besides being a senior Minister, is also chairman Board of Directors of the JKPCC, Shounthu, has not only resumed his JKPCC job but that too without any disciplinary action.
Shounthu is elder brother of Bukhari's brother in-law, Urfi Mustafa Shonthu, and sources said the Minister got him rehabilitated in violation of the service rules only to facilitate his promotion in near future.
Even though Shonthu had been absent from service since 2007, sources said the JKPCC officials were directed to skip two years of his service and count his absence from duty only since 2009. But this absence too amounted to 1621 days.
Official documents reveal that on 22-6-2015, vide order No. 32 of 2015, Shonthu's absence from service was converted into sanctioned leave at the Board of Directors meeting which was chaired by Bukhari.
"As approved by the Board of Directors, JKPCC Ltd, in its 89th meeting post-facto sanction is hereby accorded to the grant of 1621 days of unsanctioned leave availed in various spells with effect from 18-08-2009 to 19-04-2015 for Vikar Mustafa Shonthu, Deputy General Manager (Civil) JKPCC Ltd," reads the order issued by Managing Director JKPCC, a copy of which is with Early Times.
Sources said there was a growing resentment among the JKPCC officials against Bukhari's plans to rehabilitate Shonthu, which they say would set a bad precedence. A delegation of the officials had picked up the matter with the authorities concerned. "But to our shock, we were threatened of dire consequences should we dare to open out mouth against the Minister or his relatives," said a delegation engineers in JKPCC requesting not to be identified.
"He should have been terminated from services. Even if a lenient view had to be taken, the dies-non rule had to be invoked by virtue of which he would be ineligible for promotion or earning annual increments. Instead, he has been made eligible for all service benefits," the JKPCC officials said.
Notably, over the years the Government took serious note of its officials being absent from duty and working abroad by terminating their services. "In the last two decades, hundreds of doctors, engineers or other professionals were either terminated from services or the minimal dies-non rule was invoked, but now it's a different story," said a senior official in the Civil Secretariat.
The R&B Minister could not be contacted for his comment.
