ESR work gets hampered as minister transfers ACRs, tehsildars | | | Early Times Report Srinagar, Oct 21: Defying the Chief Electoral Officer's (CEO) circular urging the authorities not to transfer officials involved with electoral work especially Assistant Commissioner's (Revenue) and Tehsildars until completion of Electoral Summary Revision (ESR) ( January 2016) , the Revenue Minister has transferred dozens of officers including ACRs. Details available with Early Times reveal that for the last six months several Assistant Commissioners of Revenue (ACRs) , Tehildars including Naib Tehsildars have been transferred on the direction of Revenue Minister in violation of transfer rules and against the CEO's circular dated 28.8.2015 which says that all the EROs and AEROs including District Election Officers (Deputy Commissioners) are deemed to be employees of Election Commission of India so should not be transferred until completion of the ESR process. The CEO has sent copies of the circular to all the administrative secretaries including the Chief Secretary. Pertinent to mention that ACRs and Tehsildars are assigned the job to function as Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) respectively in their respective districts and from the last many months these officers are fully involved in the Electoral Summary Revision (ESR) which is an important work they have been assigned by Chief Electoral Officer (CEO) . During the Electoral Summary Revision (ESR) if an officer has even a mature stay at the place of his, the authorities are supposed not to transfer the officer until January 2016 in view of the nature of work. But in cases of recent transfers in Revenue department , majority of the ACRs and Tehsildars were transferred prematurely which further has affected the electoral work. As per information available ACR, Budgam , Parvez Ahmad Raina was transferred recently from Budgam to Ganderbal . Raina had joined as ACR Budgam on May 1 this year and within a short period of 5 months , he was transferred to Ganderbal. Similarly the ACR Ganderbal Naseer Ahmad Wani, who was posted as ACR Budgam was also prematurely transferred. According to reliable sources, a Minister cannot transfer a senior officer having a rank of Deputy Secretary or above without sending the case to General Administration Department (GAD) . In the case of recent transfers of ACRs who are of the rank of Deputy Secretaries to Government, the Minister for Revenue Javaid Mustaffa Mir neither forwarded the case to GAD nor gave any respect to the CEO's circular wherein he had pleaded that EROs and AEROs should not be transferred until January 2016 when ESR comes to an end. In another case Jaleel Ahmad Mir who was posted as Tehsildar Pantachowk Srinagar few months back , was transferred from there within a period of just 2 months. Mir was prematurely transferred to Kakapora in Pulwama. Syed Faheem Ahmad Baihaqi Tehsildar was recently prematurely transferred from Karhama to Pattan . Tehsildar Pattan Shabir Ahmad Hakak has been transferred recently from Pattan Baramulla to Aripal Tral in Pulwama district and his transfer is also said to be premature.
