Blue-eyed contractors violate MGNREGA norms, use machines

Anantnag, Nov 8: In gross violation of norms governing the Centrally-Sponsored Scheme Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), the contactors allegedly enjoying the patronage of local MLA, were caught red handed using heavy machinery instead of human labour in Batagund Verinag area of Anantnag district on Sunday.
Residents said that the blue-eyed workers who have been allotted works under the Centrally-Sponsored Scheme Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) have put into service the machines instead of human labour for carrying out developmental works Verinag.
They said that despite repeated complaints and requests, the Rural Development Department is in mood to take action against those contractors who are violating the norms and depriving the job card holders of their rights.
“Officials and Village Level Workers (VLWs) in nexus with their favorite contractors including the Sarpanchs and Panchs have put into service JCB machine for digging to construct a protection wall near government school at Batagund,” a local informed Early Times.
He said that the officials of Rural Development Department directed contractor to use the machinery on holiday. “They deliberately allowed him to use the machinery on Saturday as whole government was busy with the Prime Minister’s visit,” he said, adding the contractor continued the work throughout the day on Sunday and despite phone calls VLW and other officials couldn’t stop him. According to official sources an amount of One lakh rupees has been sanctioned for the said protection wall in the village under MGNERGA scheme.
As per the norms, machines can’t be used as the scheme is purely aimed at employing job card holders. But the officials in the area have illegally allotted the works to be executed under the scheme to their favorites, including activists of political parties, which is against the essence of the scheme.
Few labors present on the spot raveled that the Local MLA has assured them help in case any officials caught them using the machines. “MLA told us use JCB and if any official visited the site I will take care of him,” labor without revealing his identity said.
Syed Farooq Indrabi brother in Law of Chief Minister Mufti Mohd Sayeed is representing the Dooru assembly in the legislative assembly.
Sarpach, Malik Sajad said that he himself asked the contractor to stop using machinery and even contacted RDD officials but they continued. “What can I do? I told them to stop and at the same time informed officers but none among them turned up at the spot,” he said.
ACD Anantnag, G A Shah when contacted promised that he will look into the matter. “We don’t a block officer there that is the problem. Stillon Monday I will look into the matter and enquire how they used machinery and started work on Sunday,” he added.
