PM package disappoints Chenab Valley’s quake victims | Children of lesser God | | Asif Iqbal Naik Early Times Report
Kishtwar Nov 8: The much hyped visit of Prime Minister Narendra Modi to the state of Jammu and Kashmir on Saturday disappointed the earthquake victims of Chenab Valley who were denied relief by the UPA and the incumbent NDA government. It may be noted that the Jammu and Kashmir government had submitted a comprehensive relief package of Rs 607.77 Crore more than two years ago. Politics has seemingly played vicious role in New Delhi blatantly refusing to grant special package of Rs. 607.77 crore for relief and rehabilitation of the earthquake victims of erstwhile district Doda. New Delhi’s refusal to grant special package for Jammu and Kashmir’s most backward and hilly district failed to evoke even a customary reaction from both the regional as well as national parties which was clearly witnessed in speeches of PM Modi at Srinagar and Chanderkot (Baglihar) which is also the part of Chenab Valley that has witnessed earthquakes on May, 1st and May 14, 2013. Both BJP and PDP leaders preferred silence over the issue of rehabilitation for earthquake victims of Chenab valley. More shocking was the reaction of four legislators and one MP who represents the area both in Union as well as in state cabinet as both the ministers Sunil Sharma and Dr. Jatindra Singh did not even mince a word on this issue . Moreover both the Ministers take no lessons from Kashmir, Ladakh or Jammu based politicians, who prefer going to any extent to get their region specific issues redressed and their silence proves that Doda area based legislators do the contrary. Earth is still shaking in parts of erstwhile district Doda yet New Delhi has refused to sanction special package for rehabilitation of the affected people and for restoration of public infrastructure in districts of Doda, Kishtwar and Ramban. Though the previous UPA government had conveyed to the State Government through an official communication its decision not to accept the demand for any special package for earthquake victims of three districts and instead, the previous Government of India advised the then state government to get in touch with the Planning Commission of India (NitI Ayoog) for any kind of grant, if it was possible for the commission to extend to the state, but people of eeriest while Doda District still pins hope on Modi government that his government will fulfil the demand of people of Chenab valley who voted generously for the BJP in both Lok Sabha and State Assembly elections as a result of which BJP for the first time manged to win four assembly seats from the Muslim dominated area of Chenab valley. It is pertinent to mention that as per the official data, 47,513 houses have been damaged in Doda district in the quake and aftershocks which included 678 fully, 10255 severely and 29,317 partially. Bhaderwah town of Doda district bore the brunt of the damage. In Kishtwar district, about 100 houses have been fully damaged while 2815 were severely damaged and about 19,000 were partially damaged. In Doda district, damage to Government infrastructure was around Rs 89 crores while in Kishtwar it was Rs 8 crores and in Ramban Rs 1.5 crores. In Doda district, about 500 schools, 14 Primary Health Centres and 279 Community Health Centres have been damaged while in Kishtwar district, 169 schools were damaged.
