Nip communal violence in the bud
11/23/2015 11:45:11 PM
The Congress leadership is heard spit-
ting venom against the BJP led NDA
Government over the allegations that incidents of communal violence have touched a new high in the last four months. Yes, some Congress leaders cite the report of the Union Home Ministry which has given a new data. The data reveals that during the last four months various parts of the country witnessed as many as 300 incidents of communal violence in which 35 people were killed. But the same data does not absolve the Congress as far as the number of incidents of communal violence was concerned. Yes, there is one difference. Despite the fact that when the Congress was in power in the Centre incidents of communal violence did take place but the opposition parties, including the BJP, had not raised a ruckus about it.
The result was despite increased incidents of communal violence there was no major uproar in the country. It was so because the Congress and its allies had a better understanding and coordination than the BJP and its allies has. Not many in the Congress delivered controversial sermons or speeches. But during the last over one year of the BJP has failed to display any semblance of unity it is the result of repeated political controversies being triggered by the BJP and its allies.
As per the data of the Union Home Ministry in the past four months, the country witnessed 300 incidents of communal violence, 75 every month, where 35 people were killed. In the entire year till October, 630 incidents were reported and 86 persons lost their lives. According to the data there does not seem to be any major increase in these incidents of communal violence under the NDA Government. In 2013, when the UPA was in power, 823 such incidents were reported and in 2014 the figure stood at 644, the NDA came to power on May 26, 2014.Till June this year, 330 incidents of communal violence were reported and 51 people were killed in these incidents. As many as 1,899 people were injured in 2015.The report said that in 2015, there were "no major communal incidents" but "two important communal incidents" took place - at Atali in Faridabad, Haryana (feud over construction of a place of worship) and Bisahda, Dadri, Uttar Pradesh (when 50-year-old Mohammad Akhlaque was killed by a mob over rumours that beef was stored in his fridge). The report said there were "disputes pertaining to religious issues including processions and over alleged objectionable portrayal of religion/religious symbol on social media; gender related issues; land and property disputes; political rivalry and miscellaneous issues like road rage, personal enmity and financial disputes."
Whether there has been increase in the incidents of communal violence under the NDA rule or not is not as important as the steps the Government should initiate for curbing such trends. In fact the problem is said to have compounded because law and order is a state subject. But the Centre is supposed to issue guidelines to those states which are vulnerable to communal trouble. In fact there is need for the Central Government to guide states about steps it should initiate to check incidents of communal violence. Invariably whether the State Governments or the Centre any incident of communal tension or conflict is not to take note of. This very conflict or tension ultimately assumes the shape of violence. And it is the duty of the State Governments to seek additional companies of paramilitary forces from the Centre for upgrading the security grid in the affected areas. There is need for nipping the evil in the bud and if it is done the possibilities of loss of life in incidents of communal violence could become remote. The Central and the State Governments should realize that incidents of communal violence are more dangerous to the unity of India and such incidents do affect pace of development. It creates bad impression among people in foreign countries forcing them to think twice before investing in the sector of industry in India. If on one hand Modi has launched a vigorous world campaign for enhancing the level of foreign investment in India, on the other hand these incidents of communal violence do impact the plan of foreign countries on investing in India.
