Jammu, Nov 23: Thanks to lethargy of the Labour and Employment Department, hundreds of entrepreneur units are non-existant and are denting the state exchequer. The said department has failed to maintain a proper record of the units and monitor their functioning. Sources told Early Times that the Labour and Employment Department had launched a scheme for providing loan on subsidy for youths in helping them to establish their own entrepreneur units through implementing agency of Jammu Kashmir Entrepreneurship Development Institute (JKEDI) but the failure of the department for not keeping track on the beneficiaries for ascertaining the existent of the units against which the loans were availed nearly 305 units were non-existent out of 1410 units. "Out of 1410 cases under which the financial assistance was availed by the entrepreneurs in the shape of loan, 305 units were non-existent/ non-located and 123 units were under established and moreover the subsidy under Seed Capital Fund scheme to the tune of 27.10 crore was released in favour of 222 non-existing units," they said further adding that even in another instance nearly 1301 units of Seed Capital Fund Scheme were verified and 114 units were found non-existing and 127 as under established. They further added the main objective of the scheme was to provide counseling, guidance and training in entrepreneurship to the youths for making them self reliant and employed but the absence of the mechanism has severely sabotaged the scheme failed to yield the desired result. |
