Will Pandit families embrace Govt's rehabilitation policy ? | | | With the financial assistance from the Central Government the PDP- BJP coa-lition Government has initiated a two-pronged strategy for encouraging displaced Pandit families, that were forced to flee the valley in 1990,to return to Kashmir in a phased manner. Reports indicated that it is not only to identify land and build flats but the programme is to provide incentive to the educated youth among the displaced families by increasing job avenues for them. Hitherto, not more than 2,000 Pandit youth had been given jobs under former Prime Minister, Manmohan Singh's employment package.The package had made a provision for absorbing 6,000 educated youth in various Government departments and the Centre had assured the State Government that it (centre) will meet the wages for 3,000 youth and the State had to make a provision for meeting the salary of the remaining 3,000 youth. However,the State Government conveyed to the previous Congress led UPA Government that since the NC-Congress coalition Government was faced with severe financial difficulties it was not possible for it to meet the wages of 3,000 Pandit youth.The matter remained under the carpet with the former UPA Government taking no decision on the matter. In recent weeks the BJP led NDA Government has revived the employment package and the State Government has been told to make provision for providing jobs to 4,000 youth,3,000 belonging to the initial package and 1,000 who had not been given jobs I during the time the State Government started recruitment drive three to four years ago.and building flats The government has started construction of enclaves for Kashmiri Pandits where the members of the displaced families could be settled.It is going to be a multi-phased programme whichwould enable over 30,000 displaced families to restart their living in the valley.. The Government has in the first phase identified two sites at Sheikpora, Budgam and Vesu, Anantang and the work has been started on construction of 190 flats this month to accommodate the displaced families.At least 95 flats each will be constructed by Jammu and Kashmir Project Construction Corporation (JKPCC) and the Roads and Buildings (R&B) department at the two sites.The government has decided to construct at least 6,000 flats. The State Government circles say for settling the displaced families back in Valley, at least 4000 Pandit youth will get government jobs for which the process of recruitment will begin in 2-3 months.The Relief Commissioner"s office has plans of recommending to the State Government to make available 4,000 posts for the educated youth belonging to the displaced familiesWe will recommend the creation of posts to different departments and for accommodating them and their family members at least 6000 flats are to be built in the Valley, which can accommodate about 30,000 migrants.The land for other accommodations will be identified in different districts of Kashmir to carry out the settlement of migrant families.In view of the deteriorating security scenario in the Kashmir valley as a result of slight increase in the activities of militants will Pandits be enthused to accept the employment package ? This is one main question in the light of the experience that the State Government had gained when Manmohan Singh had announced employment package for the educated youth belonging to the displaced families.Well why could the State Government provide jobs only to about 2,000 youth when the previous central Government had agreed to pay the salary for 3,000 posts ? In fact there was no much response from the displaced youth because majority of the educated youth have been enrolled in various professional colleges in different States in India.In addition to this,those who had completed their professional courses had been able to secure gainful employment in multinational companies. In this context it is the duty of the State Government to involve senior Muslim leaders in the rehabilitation of Pandits in the valley.Besides this there should be some concession in the norms being adopted for giving Government jobs.In fact once senior Muslim leaders were involved in the resettlement of Pandits in the valley they too could lend a helping hand in making the atmosphere conducive for the return of displaced families.Well the Government should know it that if about four lakh pandits migrated from Kashmir between 1990 and 1999 not more than 25000 to 30,000 may wish to be back.Not more than this .Even if less than 20,000 Pandits return it could promote the very old tradition of communal amity. And the Hurriyat leaders need to initiate measures for making the return of Pandits a hassle free event. |
