Panchayat Ghar rented out to chicken farm in south Kashmir

dooru, Dec 7: The Rural Development Department and Panchayati Raj has rented out a Panchayat Ghar to a chicken farmer in Dooru area of Anantnag against a paltry amount of Rs 150 a month.
The building that houses the chicken farm is actually a Panchayat Ghar, local residents told Early Times. However, according to Block Development Officer, Showkat Ahmad Bhat, the building has been given to one Maqsood Ahmad Beigh, an employee of the RDD on rent "after auctioning by the Panchayat Ghar itself."
"The chicken farm owner pays a monthly rent of Rs 150. I am not the authority to vacate him from the Government building where he runs the chicken farm," Bhat said.
According to norms, a bird farm cannot be permitted to function in a residential areas, and according to health experts it cannot in wildest of dreams be allowed in the neighborhood of a medical unit.
"These birds are carriers of various infections and letting it function along with the dispensary is ticking bomb," a top official in the ISM Directorate, who wished not to be named, said.
Almost 10-15 patients come to dispensary daily and many a time the dispensary itself becomes the cause of their illness.
Official said that respiratory track infection, Dermatitis and many other diseases can occur due to such business establishments set up in the residential areas.
"Children are the most vulnerable to such diseases and in villages such dispensaries are the first places where patients tend to run," said the official.
The Panchayat Ghar was shifted to another building by the Block Development Office to be run in it.
"We have talked to the Minister for Rural Development and Panchayati Raj to provide us a new building to run the office," said Mohammad Yousuf, Sarpanch of Hillar village said.
Yousuf feigned ignorance when asked if a chicken farm was being run from the building. "The building lies vacant and is in shambles. It is not fit to be used any more," he said.
Local residents alleged that the chicken farm owner enjoys political patronage and is said to be a worker of the Congress.
"We approached the authorities many a time and told them that this chicken farm has become health hazard not only for locals but to patients visiting the dispensary as well. But from last three years not a single official is paying any heed to our demand. God knows what stops them from shifting this chicken farm from the Panchayat Ghar," the locals said.
MLA Dooru, Farooq Andrabi said, "I am totally against this. This chicken farm should be closed down."
