Encroachment by politicians, babus unabated | Revenue deptt fails to check construction over agricultural land | | Arun Kumar Early Times Report Kathua, Dec 7: Over 20 lakh kanals of state land has been encroached in entire state, mostly by politicians and bureaucrats. District Kathua has also been targeted by blue eyed persons for long wherein thousands of hectares of state land has been encroached and sold. Influential politicians including those hailing from ruling party backed the menace, encroached Sahar Khad (Canal) and other government land in entire district Kathua but no action has been taken till day by district administration who acts like mute spectator. Ironically, tainted officials of Revenue department back the property dealers and shift the land to blue-eyed persons. Despite having the knowledge of all these, District Administration deploys tainted officials to inquire the status of total encroached land in Kathua. Pritam Chand, inhabitant of Sahar Khad at Kalibari said once whole land was under canal, belonged to irrigation/ state but few blue eyed with the support of tainted Revenue officials turned the land into private and sold at exorbitant rates. Som Raj Majotra, BSP State Vice- President, rued working of Revenue department and said where were officials when blue eyed belonging to ruling political party covered the land and planted trees to show it as personal land. Majotra said Revenue department has started a drive to vacate encroached lands but ironically actions have been taken against poor & helpless grabbers who encroached lands for personal use than against blue-eyed grabbers. In absence of any stringent implementation on the ground, the massive construction spree is fast turning agricultural land into domestic and commercial assets. The unregulated and unplanned swallowing up of agricultural land has been happening under the nose of government. Property dealers openly violate high Court's direction in Kathua district. Majotra believes that the various implementing and monitoring agencies like Revenue Department, Municipal committee MC etc have failed to curb the mass constructions taking place on agricultural land. He asked how MC can permit to construct permanent structure on Agricultural Land. Majotra said in Kathua the land conversion into residential housing colonies is on peak and in violation of law including J&K Land Revenue Act, J&K agrarian Reforms Act and other Land Laws. Conversion of land is alarm bell for Food crisis in future that would also hike inflation. He said the violation is openly spearheaded by property dealers with full political as well as Revenue Department's shelter. It is in absence of any stringent implementation on the ground, the massive construction spree is fast turning agricultural land into domestic and commercial assets. He alleged that revenue officials especially field staff were earning huge money from property dealers and enjoying luxurious life. |
