PHE deptt spends Rs 230 cr against cost escalations in over 700 schemes | | | Arun Singh

Jammu, Dec 29: In sheer violation of the guidelines under National Rural Drinking Water Programme, Public Health Engineering (PHE) Department spent Rs 230 crores, out of approved funds, against cost escalations in over 700 schemes resulted in many incomplete schemes due to paucity of funds. Sources told Early Times that as per the programme guidelines funds released should not be utilized against any cost escalation of the schemes or adjusted against excess expenditure over and above he approved cost of schemes in the previous years. The expenditure on this account, if any, is to be met from normal State budget. "But PHE department, ignoring the norms took up over 700 schemes with estimated cost of Rs 825 crore for execution and were scheduled to be completed within three years from the date of commencement of work. The cost of these schemes was revised to Rs 1300 crore and an expenditure of Rs 1063 crore was incurred on these schemes," they said. They further added that this act of the department resulted in revision of cost to the extent of Rs 500 crore and cost escalation of Rs 230 crore in respect of all these schemes. These schemes include 145 Rural Water Schemes for which original estimated cost Rs 158 crore was revised to Rs 246 crore by the Planning Section of in the Chief Engineer Office at their own level and the cost escalation of these schemes was met from the programme fund, which was in contravention of the programme guidelines. They further informed that department made many excuses of inadequate flow of funds for utilizing approved funds against the cost escalation and in some cases it gave excuse of upcoming of new colonies etc the schemes got delayed and caused cost escalation. |
