Avinash Azad Early Times Report Jammu, Dec 29: The Commission of Inquiry (CoI) into the State subject certificate scam has given a clean chit to a man who had been indicted by the Crime Branch in 2014. According to the decision of the CoI, copy of which is available with Early Times, a complaint was received by the commission against Kamal Nain Singh, a non-state subject who had fraudulently managed to obtain a Permanent Resident Certificate (PRC). The commission said it had registered a case against Singh who was summoned and asked to produce relevant documents before it. "The State subject certificate issued in favour of the respondent has been found genuine, and same has been found issued on the basis of relevant documents. The complaint filed against the respondent has been found baseless," the CoI said in its three-page report. Notably, the Crime Branch had found huge irregularities in the preparation of PRC of Singh, an influential businessman. The PRCs of Singh and his three sons had been prepared on the same day at Chenani. On March 22, Crime Branch Jammu had registered the case FIR No 06/2014 under Section 420,465, 467, 468, 471, 120 B RPC read/with Section 5 (2) PC Act Svt 2006 against Singh, son of Khayali Ram of Palampur, Himachal Pradesh and presently at Barnai near here for preparing a fake and fabricated PRC through fraudulent means to acquire huge properties in the State. The PRCs of Singh and his three sons, Anudhan Singh, Vijayishwar Singh and Digvijay Singh were prepared on August 16, 1999 and sealed by the then ACR, Udhampur ML Koul. Singh had also managed to get PRC of his father Khayali Ram prepared in back date (on February 22, 1964), the Crime Branch had found. The Crime Branch also came to know that Singh never constructed a house or lived in Chenani in district Udhampur as claimed by him. However entries were made in the Khasra Girdawri register in the year 1994 in his name by Revenue authorities illegally. On that basis he managed and procured PRC fraudulently and in connivance with the Revenue officials from district Udhampur and subsequently acquired huge properties in the State. |
