Improved security scenario does not warrant downgrading of security grid | | | Notwithstanding the fact that the security scenario in Jammu and Kashmir has experience marked improvement, the State is yet to be out of the woods because of the way militants are active,especially in the Kashmir valley. In fact the security situation had started experiencing improvement right from 1996 when the Assembly election was held after a gap of nine years and the National Conference Government led by Dr Farooq Abdullah was formed. Yes, there were some hiccups in the overall security scenario as militants continued to target security convoys, camps and other soft targets. Despite these hiccups the situation remained peaceful on the whole. However, during the last one year what added new dimensions to the security problem was a four to five month period when Pakistani Army and the Rangers resorted to ceasefire violations forcing several thousand border villagers on this side of the International Border in Jammu sector to flee to safer places. But the migration of border villagers to safer places was on a lower scale than what was experienced in 1999 when more than seven thousand families had to live in tents and thatched houses and huts for over a year or so. Even the Army functionaries have claimed improvement in the security situation in Jammu and Kashmir. These functionaries have stated that the internal security situation in Jammu and Kashmir is "stable and peaceful " and militancy indicators have shown a "declining trend" in the State, but cautioned against "radicalisation". The internal security situation in Jammu and Kashmir is stable and peaceful. The counter-militancy operations are effective and the potential of militants has significantly reduced. The Army functionaries have claimed that there is high level of synergy among all security forces and Government agencies. Consequently, terrorism indicators have shown a declining trend which have resulted in development activities on the Government front having increased in the State. Developmental activities of the Government are picking up momentum. Economic activities, trade, tourism etc. are on the rise. School and colleges are functioning well. These events do indicate that the situation is normal. But if the Army functionaries believe that peace has returned to Kashmir they are wrong. Or one should say these functionaries are either treating drop in the incidents of militancy related violence as a sign of peace or are ignorant of the plan of militants who keep on recruiting educated youth in their outfits. Yes, as compared to the Kashmir valley the region of Jammu has remained free of any major militancy related violence during the last one year. The number of militants, operating in the valley, has declined which cannot be disputed. But whatever may be the number they do attack the convoys of security forces, target their camps and have shown no compunction in killing innocent civilians. What is disturbing is the way large groups of people attend the funeral of slain militants. Incidents are at galore where people have flocked to the graveyards to attend the burial ceremony of militants. It is not a safe trend because it indicates the level of support militants receive from people. Another disturbing feature is the regular response separatists receive to their calls for hartals and shutdown which invariably affect work in Government offices and educational institutions. And that the militants attack soft targets is indicated by the killing of 70 civilians, most of them by militants and others in the cross fire between the militants and the security forces. If the situation has improved in the State of Jammu and Kashmir it is the result of pro-active role having been adopted by the security forces. In the operations launched by the security forces 110 militants were killed during 2015. And the security forces lost 41 soldiers during the year yet that has two days left. Inspite of the Army's claim that the security situation in Jammu and Kashmir has improved,there is no scope for downgrading the security grid within the state and on the LoC and on the IB. In fact the Army need to be given clear instruction to open fire whenever any militant tried to sneak into the Indian State. |
