3 'illegally' appointed teachers terminated from service | While their selection list was quashed, they were allowed to work | | Early Times Report Rajouri, Dec 30: In a bizarre incident, some officials of Zonal Education Office, Lower Hathal in Rajouri district, had allegedly allowed three persons to continue working in schools as teachers unlawfully despite the fact that their selection and appointment list was quashed by the state high court in 2013. These 'teachers', as per CEO office record, have withdrawn more than Rs 9 lakh as salaries between November 2012 and May 2013. Official sources identified them as Ashok Kumar, son of Sita Ram, Kasturi Lal, son of Om Parkash, and Mohammad Ashraf, son of Mohammad Ismail. While Ashok and Kasturi were posted in government primary schools at Karma and Devak respectively, Ashraf was posted in high school at Challas, Rajouri. Vide advertisement notice No 7/2010 dated November 12, 2010, applications were invited to fill 295 posts of general line teachers in district Rajouri and selection was made thereof. But some unsuccessful candidates had challenged the selection list in the high court and the writ petitions were disposed of by the single bench on April 9, 2013. A further appeal was then made before the division bench, which on May 22, 2015 disposed of the appeals and in a common judgment directed to constitute the district level selection committee in accordance with Rule 6(6) of "the Rules" and finalize the proves of selection and appointment within eight weeks. The selection list for the General Line teachers in district cadre Rajouri was declared in 2012 and was immediately challenged in the high court by those who were not selected. But these three of the selected candidates managed their appointments in the schools in alleged connivance with the officials in the concerned ZEO office and continued to work as per the selection list of 2012. After some complaints were made to him, Rajouri CEO Altaf Hussain had initiated an inquiry into this matter and vide his office letter No CEOR/19124-25 dated November 9, 2015 had intimated the director school education (DSE) that three selected candidates had been allowed to work in the government schools even as their selection list stood quashed. The director, vide her office order No DSEJ/legal/55398-402 dated December 29, 2015, terminated the services of all the three teachers and directed the CEO, Rajouri, to identify the drawing and disbursing officers who had allowed the continuation of these three teachers despite the quashment of their selection list. The DSE also directed the CEO to furnish the complete service particulars of the DDOs within three days to her office so that recovery proceedings were initiated and disciplinary action was taken against them. |
