In ‘fake’ RBA case, CB summons tehsildar

Anantnag, Mar 5: Speeding up investigation into the alleged issuance of a fake RBA certificate, crime branch (CB) of J&K police, in a significant move, Saturday summoned tehsildar, Qazigund, for questioning. Muzaffer Ahmad Malik, tehsildar of Qazigund, has been asked to remain present at CB Zonal Headquarters in Srinagar on March 8 next at 10 am, according to an official correspondence between deputy commissioner, Anantnag, and CB, a copy of which lies with Early Times. Malik had in 2012 allegedly issued a fake RBA certificate in favour of a Congress leader’s kin and had also forged the signature of his predecessor. In 2013, CB, Kashmir, registered FIR No 20 under sections 420, 468 and 471 of RPC. The investigation, however, slowed down later due to unknown reasons. A CB letter addressed to DC, Anantnag, vide No CBK/GA/2275 of March 3, 2016, says: “The subject case with regard to issuance of RBA certificate in favour of Sheeba Jan, wife of Peer Farhat Hussain of Damhal, Kokernag, under forged signatures of then Kokernag tehsildar Ghulam Hussan Rather is under investigation with this organization.
In order to proceed further, you are requested to direct Muzaffer Ahmad Malik, tehsildar Qazigund, to attend CB office in Srinagar on March 8, 2016 at 10 am.” “The officer, who has conducted the inquiry and submitted report vide UO No 1455/Misc on February 7, 2012 to DC, Anantnag, is informed to report to the CB office on March 8 next in connection with the investigation of case,” adds the letter.
Reports said Muzaffer, who was accused of having forged the signature of then Kokernag tehsildar Ghulam Hassan, was directed to look after Kokernag tehsil in 2012 after the retirement of Kokernag tehsildar. They said that in order to appease a political leader, Malik issued RBA certificate to the beneficiary to help her secure a job in education department. Then Kokernag tehsildar Ghulam Hassan had refused to issue the same in favour of beneficiary.
