Docs' termination: Govt to act against more absentees | | | Ishtiyaq Ahmad Early Times Report
Srinagar, Mar 5: Day after the government terminated 100 doctors, the Health authorities on Saturday said they are still looking for other medicos who have remained absent from duties unauthorizedly. "We had sent notices to 130 doctors who had remained absent from duties unauthorizedly among which 30 have joined their duties while 100 were terminated on Friday. We are still looking for other doctors who are absent from duties and similar action will be taken against them," Commissioner Secretary Health and Medical Education, Dr. MK Bhandari told Early Times on Saturday. He said the termination of doctors who had remained absent unauthorisedly will help in enforcing discipline in the department. "Government can't wait for doctors who are absent from their duties. Their vacancies will be filled up since the state is facing shortage of doctors," he said. This step has been taken as Health Department in J&K has been facing dearth of doctors. The doctors are also unwilling to serve in remote areas and instead prefer to serve in urban areas and many give up their jobs to move outside the state. The Governor’s administration on Friday terminated services of 100 doctors from JK Health Services for remaining on unauthorised absence. Government order HME/HRM/33/2014 dated 04-03-2016 reads: 'In terms of Article 128 of J&K, CSR Vol-I, the services of following doctors are hereby terminated from the respective dates of their unauthorized absence'. These doctors, numbering 80, had been absent for more than five years. The same order also ends the service of 20 other doctors who had not completed their probation and had flouted service rules. The department had earlier sent a 'last call' notice to such absentees in 2015. As per H&ME Department, a notice was issued to all such doctors who were on unauthorized absence from their duties vide No. HME/HRM/33/2015 dated 14-05-2015, to join their duties in their respective Directorates of Health Services Jammu/Kashmir within 15 days from the issuance of order, failing which it shall be presumed that the concerned doctors have nothing to say in their defense. A senior official said the state Health Department was facing shortage of doctors and there was a need of calling these doctors back from abroad or new ones should be appointed at their positions. According to official sources over 4000 gazetted and non-gazetted posts are lying vacant in Health and Medical Education Department in J&K, resulting the functioning of the department gets affected. They said around 900 gazetted posts are lying vacant in Health and Medical Education Department in the state including 500 vacancies in Health and family Welfare Services, 150 vacancies in Medical Education Department, Government Dental Colleges 50, and around 150 posts are lying vacant in ISM and Drug and Food Control Organization. While around 2700 non-gazetted posts are lying vacant including 2200 posts in Health and family Welfare Department, Medical Education 400 and 150 posts in its various other branches. |
