University of Kashmir violates government directive on re-employment of retired officials
Orders re-employment of retired Deputy Registrar

SRINAGAR, Mar 8: University of Kashmir has proved its 'autonomous' character in the real sense. The university authorities have virtually bye-passed the government directives on an important service matter concerning the employees.
The state government had some time back issued orders banning the re-employment or re-engagement of the retired officials. However, these directives have been thrown into dustbin by the authorities of University of Kashmir and they have followed their own path vis-à-vis re-employment of retired officials.
In one of such cases a former Deputy Registrar of the university has been appointed as Consultant in the Directorate of Information and Technology. This appointment of the retired official started one day after his retirement as Deputy Registrar.
"The Vice-Chancellor has been pleased to engage Mr. Gh. Mohammad, Ex-Deputy Registrar, who retired from the University services on 29.02.2016 (AN), as a Consultant (Administration), Directorate of Information and Technology and Support System (IT & SS) w.e.f. 01.03.2016 on consolidated emoluments of Rs. 20,000/- (Rupees Twenty Thousand only) per month till further orders," reads an order issued by university authorities.
The order issued by Assistant Registrar, General Administration, University of Kashmir further reads that the expenditure on the account of salary of re-employment of retired Deputy Registrar shall be debited to the "Salary savings of the Directorate/revenue generated by the Directorate". The re-employment has been ordered under order number F (Re-Empl-Gen Admn) KU/16 dated March 01, 2016.
Sources told Early Times that the issuance of re-employment order has not gone well with most of the employees of the university and they said that some un-employed youth should have been appointed on the post of Consultant (Administration), Directorate of Information and Technology and Support System (IT & SS) instead of the retired official.
'The higher ups of the University of Kashmir without paying any heed to the government directive banning re-employment of retired officials appointed the retired official thus blocking the employment opportunities of the unemployed youth. This should open the eyes of the people manning the overall affairs of the university so that some corrective action is taken," said sources.
Interestingly, the re-employment order was issued on March 1, and the retired official was asked to join the new place of posting (re-employed place) on the same date. It means that the former Deputy Registrar did not retire from the services and joined his re-employed place of posting just one day after his superannuation.
"One fails to understand the logic behind the issuance of this order since it has exposed the claims of government that no official would be re-employed as and when he or she retires from the service. The people at helm should ensure that process of rehabilitation of retired officials is stopped at the earliest so that unemployed youth get a chance to serve," said sources.
