Jammu, Srinagar need Police Commissionerates | Would Guv take a call? | | Ashok Attri Early Times Report Jammu, Mar 8: Setting up of commissionerates of Police in capital cities of the state has become imperative in view of the growing crime graph. Setting up of Police commissionerate would mean transfer of Executive powers from Dy commissioner to police officer who could be of IGP/DIG rank. It is under consideration of the state since long but could not be implemented due to non cooperation of IAS officers who may not be ready to handover magisterial power to police IPS officers who also become Arms licensing authorities once commissionerates are set up. National Police Commission has recommended police commissionerate system in major cities because in major urban areas law & order situations develop rapidly, requiring speedy and effective response from police that is possible only if police is organized to perform two basic functions of decision taking and implementation on ground. In police commissionerate system ,police commissioners remains confined to city area only where as another IGP rank officer looks after Rural areas in same police commissionerate. Hopes have now pinned on the Governor N N Vohra to take a call before he passed on the baton to the popular government. National police commission have recommended that in police stations having above 900 registration of cases Deputy Superintendent-Assistant superintendent level officers be posted as SHOs; in Police Stations where number of cases is more than 700 hundred, a new police station be set up. Further inspectors shall hold charge of police stations ,where registration of cases is 300 or above. Police station should not have area more than 150kms and population not more than sixty thousands. |
