Early Times Report

jammu, Mar 8: To enhance accountability and transparency in work culture, state vigilance commission (SVC) has directed revenue department to ensure completion of pending departmental inquiries urgently as per the standing guidelines and the instructions issued by it from time to time.
Reviewing progress of various directions issued to revenue department for ensuring timely disposal of pending complaints and inquiries in a meeting on March4, 2016 with chief vigilance officer (CVO) and other revenue officials, SVC took a strong note of the pending inquiries. During the meeting, CVO revealed that the department had finalised 81 complaints and inquiries in the last few years whereas 2,082 inquires were pending. Details of 2,163 pending complaints and inquiries were sent to revenue commissioner on November 26, 2014 followed by detailed deliberations held on February 11, 2015 with him and his subordinate officials wherein it was emphasised by the commission to fix a calendar for every pending compliant and inquiry for its proper follow up and 45 days time was given for finalisation of all these pending complaints and inquiries. The commissioner was also directed to have reconciliation with vigilance organisation (VO) with regard to details of complaints and inquiries, but not even a single communication was made by him with VO which divulged that the department was not interested in fixing the responsibility and accountability for various omissions and commissions committed by the officials against whom complaints and inquiries were pending. Taking a serious view of the callous and irresponsible approach of revenue department, SVC said it deemed it proper to bring the matter to the notice of J&K chief secretary with the recommendation to take necessary disciplinary action against the erring officers. The commission also directed revenue department to file compliance report on March 18, 2016. (JNF)
