Jammu, May 7: In a petition filed by Drangdhuran Hydro Power Consortium, high court judge Yaqoob Mir has ordered that fresh tender notices issued for Pakal Dul power project and the bids, if any, received should not be carried into effect till next date of hearing before the bench in the week commencing May 16 next. Drangdhuran Hydro Power Consortium had entered into an agreement on October 1, 2013 for the purpose of submitting a bid in response to June 19, 2013 NIT No CVPP/PD/ MW/RB/ TK/2013 for Turnkey execution of 1000 MW capacity Pakal Dul hydel project in Kishtwar district. The bid of the petitioners was found to be the lowest. Subsequently, discussions were held wherein petitioner No 1 was informed that though his bid was lowest, it was found to be substantially higher than the estimated cost worked out by CVPP on the basis of estimates cleared by Central Electricity Authority sanctioned by the Centre. Justice Mir, after hearing the two sides, said he was convinced that a case had been carved out for indulgence. "Thus the February 16, 2016 impugned communication shall remain in abeyance, with liberty to respondent No 1, if he so chooses to re-consider the decision so taken, after hearing the petitioners," he ordered. The fresh tender notice issued for the project and the bids, if any, received should not be carried into effect till next date commencing May 16 next, he ordered. |
