Arun Singh Early Times Report JAMMU, May 7: The Design Inspection & Quality Control Department (DIQCD), a wing of Public Works Department Jammu, which has been assigned the job to conduct the quality inspection of the macadamisation which is being carried out across Jammu, has not carried out a single inspection in current financial year while in Kashmir the wing has conducted several inspection and submitted the reports. Sources told Early Times that although the State Government has taken a strong move to curb the substandard macadamisation by the withholding the 10% payment of the bills of the contractors as the security for ensuring quality execution yet no inspection has been conducted by the competent authority in Jammu. "Despite the execution of blacktopping work worth crores of rupees in Jammu, the Chief Engineer Design Inspection & Quality Control Department (DIQCD) ignored its timely immediate inspection for ensuring the quality works but astonishingly, on the other hand, DIQCD Kashmir conducted several quality inspections and submitted its report to the concerned Chief Engineer PWD, who then took appropriate action on the findings of the reports which were not satisfactory as in some cases entire payment of the contractors was withheld," they said. They further added that not carrying out the inspections of macadamisation in Jammu by DIQCD creates doubt for allegedly providing undue benefits to the contractors that is why no inspection was done. They further maintained that as the norms, the Design Inspection & Quality Control Department had to conduct test of bitumen content, solvent extraction method, Nuclear Method for multiple samples, Nuclear Method for multiple samples, Bituminous depth (Thickness test), Density of Bituminous Paving Courses, Design of bituminous mix. |
