No meetings please: increase power generation and job avenues

JAMMU, May 7: The Union Home Minister, Rajnath Singh meets Defence Minister Manohar Parrikar and Governor, N.N. Vohra, for a detailed discussion on the situation in Jammu and Kashmir. Governor Vohra meets the Army commander in Jammu for reviewing the security scenario in Jammu and Kashmir. Mehbooba meets Governor to apprise him of the situation that exists in Jammu and Kashmir.
These meetings are held as if nobody knows what is happening in Kashmir. The Army Commander and the Corps Commander visit the LOC to review the situation on the border in the context of repeated ingress bids by militants. Well when people, sitting several hundred miles from Kupwara or Tangdhar or from R.S. Pura or Suchetgarh sectors know it fully well that Pakistani troops have violated ceasefire and the purpose was to provide fire cover to militants who were to be pushed into Jammu and Kashmir.
Not only this, Prime Minister, Narendra Modi, invites senior functionaries of the Army and the BSF besides the Defence Minister to discuss the security scenario in Jammu and Kashmir. As Prime Minister he is supposed to receive minute to minute reports on the happenings in Jammu and Kashmir. Why there is then the need for organizing such meetings?
Is it mandatory on the part of those in power in the centre or those enjoy top positions in the Army and the BSF to have regular sessions on debating the situation in Jammu and Kashmir ? No it is not. Why then the exercise ? The main purpose of this exercise is to convey to people that all these political and Army functionaries are alive to the problems facing Jammu and Kashmir.
At the end of each meeting one does get a note from the Government. This note says that the meeting was held in a cordial atmosphere as if it was a meeting between India and Pakistan. It says the two held discussion on various issues but one does not know what are the issues the two discussed? What was the decision taken is not divulged?
Well has any Jhonny among them ever bothered to find out the reason for peoples' support to separatists and militants. Separatists give a call for shutdown in protest over a triffle and majority of people respond to it by keeping their business establishments shut, keep their passenger buses and other modes of transport off the road. When militants are killed in encounters with the security forces large number of people participate in their funeral function. These are two instances to demonstrate peoples' support to separatists and militants. Why do people do it when majority of them feel sick owing to 27 year long Pakistan sponsored militancy related violence and activities?
People do demonstrate such feelings because they feel inconvenienced under prolonged power outages. They support militants because they do not have jobs. They support militants because they are faced with poverty. Others do so as part of their anger over lack of facilities to people in villages.
Now if Modi holds meetings with senior political functionaries or those manning the Army and the BSF he should discuss ways and means for increasing power generation. Yes, Mehbooba has decided to set up mini power plants in Jammu and Kashmir with a capacity ranging between 9 MW and 15 MW. Till the time these mini power projects are ready the centre should release additional power from the national grid and let the centre pay for it as was the practice during the Congress led UPA Government. Let Modi and others discuss ways and means for enhancing the employment package and avenues for boys and girls belonging to Jammu and Kashmir.
Let Defence Minister suggest to the Army to set up mini and macro power plants in the border areas. Let the Prime Minister discuss with the Armed forces authorities whether it was possible to reserve five to 10 per cent jobs for boys from Jammu and Kashmir and let the centre sanction funds for raising at least 10 additional police battalions. These measures are bound to resolve problem of unemployment. Once majority of youth get jobs they will not find time to support militants and separatists.
