Assembly witnesses' pandemonium over SRO 105, Government gives in | Puts SRO on hold, House Committee formed | | Jehangir Rashid Early Times Report SRINAGAR, June 3: Pandemonium broke out in the legislative assembly today as the legislators of National Conference and Congress reached the well of the house and while raising slogans against the government they demanded immediate roll-back of SRO 105. Amidst the impasse the house had to be adjourned for 15 minutes. Responding to the demand of the opposition Speaker Kavinder Gupta announced constitution of House Committee to look into the matter. The House Committee would be headed by Mohammad Akbar Lone of National Conference and it would have nine more members. The Speaker also told the House that by the time the Committee submits its report the SRO 105 would be put on hold. In the morning as the house assembled, Ghulam Mohammad Saroori of Congress stood up and raised the issue of SRO 105 and wanted the attention of the speaker on the issue. The Congress legislator said that the contractors from Punjab are being given the contract while as the locals are being ignored in various sectors. He alleged that discrimination is being meted out to the state subjects at the cost of giving benefit to the outsiders. Saroori was joined by other party legislators like Nawang Rigzin Jora, Usman Abdul Majeed, Viqar Rasool Wani, Abdul Rashid Dar, Chaudhary Mohammad Akram, Mohammad Amin Bhat and Mumtaz Ahmad Khan. National Conference legislators like Ali Mohammad Sagar, Mubarak Gul, Mian Altaf Ahmad, Mohammad Shafi Uri, Mohammad Akbar Lone, Sheikh Ishfaq Jabbar and Devinder Singh Rana also joined the chorus while demanding immediate revocation of SRO 105. Independent legislator from Langate constituency Engineer Abdul Rashid along with MLA Kulgam Mohammad Yusuf Tarigami and MLA Khansaheb Hakeem Mohammad Yasin also stood up and accused the government of harming the interests of common people of Jammu & Kashmir. They said that SRO 105 should be revoked immediately since it according to them has eaten into the employment opportunities of the youth of the state. The protesting legislators raised slogans and accused the state government of bartering the interests of the state in lieu of power. They said the state government is taking dictation from RSS and that the state is heading towards a difficult situation. The legislators reached the well of house and resorted to high pitch sloganeering. However, the question hour was taken up by the house with the ministers giving reply to the questions posed to them. The protesting legislators wanted the Industries and Commerce Minister, Chander Prakash Ganga to reply to the issue raised by them. While the protest of the National Conference and Congress legislators was going on the Parliamentary Affairs Minister, Abdul Rehman Veeri stood up and asked the members to go back to their respective position. He said the government would not shy away from its responsibility and respond to the issue during the question hour. On this the protesting legislators went back to their respective positions. However, as the government did to respond on the SRO 105 issue the Congress and National Conference legislators made a comeback and started raising slogans against the government yet again in the well of the house. While the impasse was going on the Industries and Commerce Minister stood up and said that the state government is following the directions of the Supreme Court in this regard. The contention of Ganga infuriated the protesting legislators and they shouted against him. Seeing that the situation is getting out of control the speaker said that SRO 105 is a serious issue and government should give a statement over the same before the culmination of the question hour. The Industries and Commerce minister gave the statement and read out the guidelines pertaining to SRO 105. He repeated that the state government is following the guidelines of Supreme Court in the matter. On this Saroori and Lone shouted towards him that the Supreme Court guidelines are not applicable in Jammu & Kashmir since the state has its own constitution. Ganga said that a PIL has been filed in the High Court and that non-state subjects would not be allowed in auction. Rajeev Jasrotia of BJP shouted towards his own party man (Ganga) and said that the concern raised by opposition is genuine. He was joined by party colleague Kuldeep Raj and both of them reached the well of the house. This caused embarrassment to the treasury benches especially to the BJP with the party ministers and members not able to understand the situation. With no solution in sight the speaker adjourned the house for 15 minutes. As the house assembled after the adjournment the speaker announced that a 10 member House Committee has been formed to examine the SRO 105. He said the Committee would present its report by July 15 and by that time the SRO is put on hold. The Committee would comprise of Mohammad Akbar Lone, Nawang Rigzin Jora, Sukhnandan Kumar, Syed Mohammad Altaf Bukhari, Javed Hassan Beigh, Rajeev Jasrotia, Hakeem Mohammad Yasin, Devinder Singh Rana and Bashir Ahmad Dar.The announcement of House Committee failed to motivate the opposition initially and they said that since the House is unanimous on the issue the SRO should be revoked and not put on hold. However, later they got convinced and as such took part in the proceedings of the house. The opposition members carried out brief walk-outs in the assembly on the issue. |
