CAPD fails BPL families of Sangrampur

JAMMU, June 3:
Contrary to the tall claims of the state government of covering those economically backward families under the ambit of National Food Security Act (NFSA), there are number of households in village Sangrampur in Block Marh, not far from the city limits, have been deprived of Below Poverty Line (BPL) ration cards.
This discrimination with the real beneficiaries of an ambitious food security law, which was enacted in order to ensure that the poor don't go hungry, has failed to provide subsidized food grains as several families are left over to get the actual benefits.
Under such grim conditions, the real beneficiaries who have left in the lurch could barely manage a living. In such a situation, having a BPL ration card makes all the difference as those who have the document at least don't go to bed hungry. A BPL ration card ensures access to subsidized food grains at fair price shops; however, the poor people in Sangrampur are running from pillar to post for the last several years to get their names registered as BPL but to no avail.
With the introduction of NFSA they had nurtured high hopes that it will address their food grains problems since the Act had provision of distributing food grains on highly subsidized rates. It assures food security for nearly two-thirds of India's over 120-crore people. But the way it is implemented leaves much to be desired. For example, authorities are yet to ensure that all the poor are identified and then food grain is disbursed to them.
The case of 40-year-old Rani, who as well her husband earn from daily labour to feed their three daughters along with themselves, highlights the plight of those who don't have a BPL ration card.
"There is no platform where a poor man's pleas can be addressed… It is only rich and affluent who have their say," she said.
"Public Distribution Store (PDS) Dealer and CAPD Officials make lame excuses whenever we enquire the status of our case…. Every time they demand one document or the other or say that a fresh survey to identify the real beneficiaries will shortly be conducted…..This is going on for years now," added Rani. Bunty, a resident of the same locality in Sangrampur, complains that he has got a valid ration card but since January last the PDS Dealer refuses to give any ration to him citing that his name is not in the register containing the names of ration card holders.
Some of the locals alleged that there are plenty of bogus BPL ration card holders though they have all the money and resources to purchase the food grains from open market or for that matter under Above Poverty Line category from PDS.
"Yes anything is possible under such a corrupt system. If you have the right connections and the inclination to cut corners, anything can happen. There are number of landlords in Sangrampur who possess BPL ration cards but nobody from the CAPD is taking notice of that….I am sure this is deliberate attempt on part of the authorities concerned," said Jyoti Devi.
"Whenever we approach the authorities for the construction of toilets they demand BPL ration cards but from where we produce the same when nobody is interested in issuing the same in our favor despite making several rounds and requests with the PDS dealer as well as CAPD officials," she added.
