Migrant employees facing humiliation, harassment | | | Early Times Report JAMMU, June 3: The callousness of state government toward the Kashmiri migrants is increasing day by day and it has not changed even after BJP joined the coalition with PDP over a year back but has increased many fold. The Kashmiri Pandits who were hounded out from Valley in 1989-90 on gun point by militants and separatists on the full backing of Pakistan have not got a fair deal from the successive State and Central governments over the years. Instead of showing its authority in restoring their homeland to Pandits the Union Government also succumbed to the pressure of separatists and compromised over the issue by taking a lenient view on their return and rehabilitation and it never mustered will and courage to enforce the Constitutional authority over this issue. The Union Government was so soft towards separatists that it also backed the taboo attached to them that Pandits left the Valley either on their own or on the instance of former Governor Jagmohan. Instead of taking a strong stand on the Pandits issue and rehabilitating them in Valley with honour and dignity as has been claimed by the Government from time to time, it deliberately kept the issue on back burner for years together. For appeasement of the separatists in the Valley neither the GOI nor the State government showed any inclination towards the permanent rehabilitation of Pandits and they only used phraseology that Government is committed to honourable and dignified return of Pandits and Kashmir is incomplete without Pandits.. But in real sense there was no sincerity on the part of government towards these hapless people who don't constitute the vote bank of politicians and they all preferred to make this community a scapegoat for their vote politics. What has been the grave tragedy with this community that Pandits that during last 27 years of turmoil though lakhs of youth were absorbed in government jobs in the State by successive governments the Pandits were totally ignored in the same. The much talked about PMs employment package of 6000 jobs announced in year 2008 has not been implemented in last eight years and a hue and cry was raised every where from Kashmiri to Kanyakumari that Government sanctioned a job package for Kashmiri migrants while on ground only 1800 youth were appointed in last eight years under the package. The migrant employees whose number was over 14000 prior to mass exodus in 1989 to 90 has reduced to few thousand now and the community members who were dealing with trade etc have also become totally idle and are dependent on meager cash doles to keep their body and soul together. The callousness of Government has increased to such an extent that migrant employees who were posted in frontier areas over a year back have been again posted in far flung areas like Karnah near LoC in Kupwara district of Kashmir Valley, Balesa in Doda district as well as other far flung areas in Poonch and Kishtwar districts. Four Plus two principals who were posted in migrant schools after coming from far-flung areas over a year back have now been again posted in remote and militancy infested areas of the State ignoring the threat perception being faced by them. The authorities in Education Department are totally callous against them and no one in Civil Secretariat is ready to hear their plea on humanitarian grounds. When such an attitude will be of Government towards the hapless community which has become refugees in their own country what can they expect in future from it is a general feeling among displaced people from Valley. |
