| Statistical Assistant overstays on deputation for 9 yrs | | |

Srinagar, June 3: In a brazen violation of approved administrative rules, one blue eyed official posted in Assistant Regional Transport Office in north Kashmir has been showered undue benefits, as the official has overstayed on deputation for almost long nine years.
The official is said to be in close relationship with one of the Member legislative Council (MLC).
According to the sources one of the officials on the roles of planning department was sent on deputation to ARTO about seven years way back as statistical assistant and thereafter he continued to be on deputation for 7 long years in the office.
Sources said that he was promoted while on deputation as Sectional officer (SO), and later was transferred to the office of Block Developmental Officer in 2014.
Surprisingly the sources said that the said official did not join the place of posting but availed the promotional benefits in till April 2016.
"He was promoted and transferred in 2014, but he did not join there and continued to remain in the same office in violation of the transfer norms," one of the officials said.
Sources said that in a dramatic way, relieving order was issued by the ARTO on 3rd April 2016 which was not entered in the records."It was mentioned in the relieving order that the said official would join the office of BDO, but the official , surprisingly was allowed to join in the office of ACD" sources said.
ET tried to contact ACD to know the reasons and uncover the episode, but ACD did not respond to the telephonic calls.
The story of the favoritism did not end here but according to the sources the official was again given the orders only around 20 days to join back in the office of ARTO, on specific request form a top official.
Sources said the official who requested the ACD to relieve the said official has over stepped his working domain as it was not within his powers to seek relieving of said official. "The official should have written to Transport Commissioner for requisition of the statistical assistant," sources said.
It is also not understood as to how ACD conceded to the request of ARTO to relieve the said official.
It has also come to the fore that the establishment chart of ARTO does not have the post of sectional officer planning and his continuation is reported to be illegal.
In the foregoing story the job of the statistical assistant is to compile and maintain the statistical data with respect to the district planning works under the supervision of planning officer in the officer of Deputy Commissioner.
However according to the sources the ARTO has given him the high profile job of registration, renewal/ Issuance of fresh permits, cancelation/ endorsement of HPA, Transfer of RC, transfer of permit for pecuniary gains.
The officials said that to check these affairs there is a need for competent official, but astonishingly the ARTO is allowing the tainted official with the same.
When contacted secretary Transport R K Bhagat he ignored to answer the questions.
Surprisingly the said official claimed that he is posted in the office of BDO. "Go and ask ARTO who is responsible of such posting and overstay," he said.
However Transport Commissioner Parvez Khateeb acknowledged that the wrong has been done in the case. " It is unfortunate that such a case has come forward but I assure you that tomorrow I will set right the wrong done". |
