BANDIPORA, June 3: Awareness about Mahatma Gandhi National Rural Employment Guarantee Act scheme is below expectation, as some sections of society are still lacking information about the provisions of MGNREGA in Bandipora district in north Kashmir. According to sources that scores of villages in this district are lacking of information about much hyped centrally sponsored scheme which are meant for the general public. The people who are aware of MGNREGA scheme never got a chance to take the benefits from the said scheme due to one or the other reasons, the scheme makes rounds on papers only and practically it is nowhere, said sources. Sources told Early Times, the people who need work and had made demands for work under the scheme haven't been provided work within a stipulated period of times as guaranteed under MGNREGA. "The minimum wage of Rs120 per day prescribed by the state government under the prevailing scheme is very low compared to the prevailing local wage rates in the state, which needs to be enhanced so that both ends could meet, said sources. They said that MGNREGA in the state hasn't been able to provide employment to the poor people in general and particular to the masses of this district, but there are reports that some close relatives and friends of the concerned department were allotted the work without having the eligibility. If there is no benefit of work or scheme, than it seems scheme has been deliberately designed to fail in the State, otherwise the scheme was made for the poor and down trodden sections of the society who could avail the benefits of it, sources observed. Mushtaq Ahmad, a daily wager from Sumbal Sonawari who works under MGNREGA scheme said that the PDP-BJP government should take progressive steps to ensure that the wages are strictly paid on time, as prescribed under the said scheme, and work must be provided on demand. The state government should strictly make it mandatory for each Village Level Worker to organize the meeting of the village community after every other month for formulating plans and their implementation under this scheme, said a daily wager. A group of daily wagers said that the State government must institutionalize the social audit under MGNREGA and for other schemes, so that the allocated funds will not remain undisbursed. The schemes will provides a unique opportunity to create durable assets in the private lands of vulnerable groups and will lead to an increase in productivity of these lands in future, daily wagers said. The state government must look into the problems of people who are living in far flung areas and the schemes which are being run by few persons, so that legal action could be initiated against the violators, daily wagers added. |
