P&DD violates norms in Tawi project | Work executed without appraisal | | Arun Singh Early Times Report JAMMU, June 3: In a startling revelation, the multi crore project of the flood protection bund which was constructed by the Flood Control Division, Jammu along the left banks of river Tawi at Sidhra at a cost Rs 14 crore was taken up without being appraised before the competent authorities. Sources told Early Times that the Planning and Development Department has a separate wing headed by a Director, Plan Monitoring & Project Appraisal in the Civil Secretariat meant for appraisal of projects costing Rs 7 crore and above. "As per rules such mega projects before put to execution, has to be appraised to assess its necessity and relevance for the people's point of view. They further informed that while conducting appraisal the cost benefit analysis of such projects is conducted and accordingly appraised before the government with necessary recommendations regarding its feasibility, necessity and relevance but in the case of this particular project, no socio-economic feasibility or appraisal report was made indicating that the project has not been appraised at all. "When executing agency felt itself trapped in the blunder by itself, it hinted out that the appraisal of the project will be conducted but when the project is almost nearing its completion, conducting a feasibility study at this stage when 90% of funds stand expended would be futile," they alleged. However, the P&DD could conduct an evaluation study of this project to assess its benefits and impact on the people and ecology of the area. Besides, I&FC Department need to ensure that such mega projects are henceforth not taken up until these are appraised before the competent authorities in the State Government, they maintained. Pertinently, the flood protection bund of 3550 meters had been constructed by the Flood Control Division, Jammu along the left bank of river Tawi from bridge on River Tawi at Sidhra to a few hundred meters short of Hari ki Pouri in Bahu Rakh under AIBP which was launched by the GoI in the year 1996 to support states in public irrigation projects. AIBP was designed as a programme to support "last mile projects", that is, projects which are nearly completed but whose full benefits can start flowing only after small, incremental investments are made. It is absurd that project got executed by I&FC Department under AIBP without irrigating even an inch of cultivable land. |
