Govt provides accommodation to 'unregistered' trade unions | | | Early Times Report
SRINAGAR, June 3: Several unregistered trade union organizations in the state, which are guided by the vested interests of their office bearers have continued to enjoy undue privileges of the government, including state accommodation and rather than taking action against them, many ministers are seen rubbing shoulders with their office bearers. In every department, two to three unions have been formed by its employees and their leaders have been claiming that they promote and protect the interests of employees of their respective departments. There are around 4 lakh government employees in J&K and hundreds of trade unions have been floated who claim that they were working for redressal of employees issues. But it has come to the fore except a handful of trade unions, government is not aware about such unions exist in departments. According to documents, authorities of Indian Systems of Medicine J&K has said that no trade union is registered in the department. According to the documents, there exists no employees union in Government Medical Colleges Srinagar and its associated hospitals. Public Information Officer of Govt Chest Diseases Hospital Srinagar says that hospital doesn't have any elected trade union leader at present. According to the documents, there exists no employees union in GB Panth Children Hospital Srinagar, Government Nursing Home, LD Hospital Srinagar, Govt Psychiatric Hospital Srinagar, SMHS Hospital and various other associated hospitals of GMC Srinagar. "No circular has been issued wherein trade union leaders/its office bearers are exempted from performing their duties," the reply says. In reply, the Directorate of Health Services Kashmir says that no trade union is registered as per records available in the department. The GMC Jammu and its associated hospitals have expressed ignorance about having any trade union in hospitals. The CD Hospital Jammu, Indira Gandhi Govt Dental College and other hospitals in Jammu according to details don't exist any trade union there. The Jammu Municipal Corporation, PMGSY, Lakes and Waterways Development Authority, Urban Local Bodies and several other governments have said there exist no trade union in their departments. But despite that the leaders of these 'employees union' as per press statements have been meeting government representatives and resorting to strikes and protests if government does not accept their demands. Whenever there are any issues between government and employees, authorities have been invited these leaders of unions which as per documents do not exist in departments. Outside J&K, only the recogniozed trade unions are allowed to meet government representatives and protest in favour of their demands . "It is very surprisingly that authorities of these departments say that no trade union exists despite government providing them accommodation to run their affairs. The leaders of unrecognized unions spend most of their time in union offices which are allotted to them by departments and remain exempted from duties," a senior official said. |
