Funds constrains hampering pace of Cluster University Jammu: Govt Contractors | | | Early Times Report Jammu, June 6: Highlighting issues and problems being faced by the government contractors, the Contractors Association today said that non-availability of funds for construction of Cluster University at Jammu is hampering the normal pace of the ambitious project in winter capital of state Flanked by other members of association, the President of Association Sham Singh alongwith General Secretary Vinod Kohli addressing a press conference at Press Club Jammu in which he highlighted issue of non-availability of funds for construction of Cluster University at Jammu. "Two Cluster Universities one at Jammu and other in Kashmir has been established under centrally sponsored schemes, he said, adding, "the scheme was started with a great fanfare and construction works of buildings at different sites in existing government colleges were allotted to PWD contractors in the year 2014-15. "As per agreement the buildings were required to be completed in one year's stipulated period, Mr Singh Said, alleging that pressure was mounted on the contractors to expedite the construction works as the government had declared that the first session under these universities shall be started soon. "Few days ago the education minister has presented a bill in the assembly for establishment of Cluster Universities so that the process of admissions is taken up," Mr Singh said and added at one hand the government is worried about starting the session while at the other it is sleeping over the issue of releasing funds for already completed works for which the contractor have spent huge amount touching to crores. "Some of the works have already been stopped and rest shall be stopped forthwith, he threatened and added that the contractors have been made to bear huge losses on account of increase in service tax and ever increasing price of constructional material and other costs besides interest on loans. General Secretary of the Association Kohli took strong exception of the callous approach of officials concerned, who have failed to arrange the funds especially from central share. "Contractors were assured that the funds will be no problem and upto 31st of March all liabilities shall be cleared but no funds were arranged till now, he alleged. Speakers also have urged the engineering departments to fix the taxes at the time of allotment, especially where the completion period is more than six months. While concluding Sham Singh warned the government that all developmental activities shall be put to a grinding halt if the funds for these schemes are not arranged and all liabilities cleared. Contractors also have appealed the Chief Minister to intervene personally in the matter so that the issue is resolved at earliest. |
