Patwari sublets his job to outsider, pays from his pocket | Patwar Association supports erring Patwari | | Raj Sandeep Early Times Report Jammu, June 6: In a wizard move of subletting the job of revenue work to an outsider, a Patwari of Niabet R. S. Pura Tehsil being alien to his job, outsourced it willingly to a private person paying him from his pocket. The sources informed Early Times that Patwari posted in the office of Niab Tehsildar Muralia ,who seems to have allegedly amassed extra wealth by illegal means and created a parallel empire, engaged a person privately to carry on his work as the Patwari who is reportedly devoid of revenue knowledge as well as training in the line which sounds absolutely ridiculous putting a question mark on the recruiting agency of state destroying the cadre in the department. As per a document available with Early Times, it is revealed that upon a complaint from inhabitants of villages Muralia, Kotli Mian Fateh and Kharian and taking into view the seriousness of the matter , Div Commissioner Jammu directed SDM R. S. Pura to hold enquiry against Varun Dogra, Patwari Halqua Muralia vide letter No: 901/CC/Jammu/1307 Dated 26-2-2016 asking the officer to submit report within five days. The sources told that SDM submitted his enquiry report vide No. SDM /enquiry /2016/ 712 dated 25-5-16 after a lapse of three months with constant persuasions made by the complainants. In his report, SDM corroborated the allegations of public made against Patwari which was submitted to Divisional Commissioner Jammu with a copy to D.C.Jammu. The sources informed that taking cognizance of the report, Dy. Commissioner, Jammu swung into action and placed Parwari Varun Dogra under suspension which was lauded by one and all concerned. A copy of suspension order available with Early Times revealed that erring Patwari has been suspended vide order No. 194 of DCJ/ 2016 dates 31-5-2016 on the ground that allegations levelled by villagers against the Patwari have been confirmed by SDM in his report for indulging into corruption by demanding extraneous considerations from the people, outsider engaged by Patwari having full access to revenue record, entering mutations, issuing farads by private person who has no accountability creating apprehension of loss, damage, tempering and manipulation of government record. The important point made in the suspension order revealed that the Patwari is not capable and trained to perform his official duties to maintain and update revenue records on his own and he has been directed to undergo crash course of Urdu and other revenue related aspects in Revenue Training Institute. This speaks of height of inefficient and incapable persons entering into government job due to considerations obviously not approved by the government. The sources further told that the remarks in the order amply confirm the apprehension of villagers that the Patwari is solely banking upon hired outsider to run his official work putting the record in the hands of irresponsible person and looting the gullible public in connivance with revenue officials who seem to be a part of this scandal for maintaining silence, which needs sifting probe. While talking to Early Times correspondent, Rakesh Sharma, a member of Senior Citizens Council Miran Sahib criticized the immediate officer of Niabet Muralia under whose nose the whole nexus between govt official and private person was going on unabated till the villagers rose to the occasion to alert the higher authorities. How can he abdicate his responsibility as Head of Niabet and also those officers above him in Tehsil R S Pura , he said, adding that higher authorities should also take such officers to task for lack of close supervision and giving long rope to their subordinate Patwari knowingly or unknowingly. The sources further informed that now Patwar Association Jammu has come forward to protect its erring colleague against whom the charges of malpractices and subletting his job to outsider have been confirmed in the enquiry report of SDM. Saying that such an act on the part of Patwari is directly gross violation of J&K Service Conduct Rules encouraging private participation in the affairs of the government, the sources told that the Patwar Association ,which is an institution in itself and not fiefdom of Patwaris, are mounting pressure on the administration to hush up the case against the defaulter who is accused of bringing blot on the image of Revenue Department. They alleged that there is a big nexus between revenue officials and gang of land mafia with musclemen intermingled with one another to jointly fleece and loot public money on clear understanding. They said that such elements in the department on the name of Association are hell bent to damage and destroy the whole revenue department having spread its tentacles from down to top to foil any action against defaulters indulging into corruption with impunity, the sources alleged. Expressing apprehension about authorities coming under the pressure tactics of Patwar Association, members of Senior Citizens Council Miran Sahib assailed the BJP leaders, who are part of the state government, for turning a deaf ear to their slogan of providing corruption free system allowing sharp rise of corruption in every fabric of government working, especially in revenue department. They said that such officials are allegedly sheltered by their immediate officers in the field. They demanded from the state government that whole nexus of corruption thriving in revenue department needs to be dismantled with full force to restore shattered confidence of the public without succumbing before the pressure of Patwari Association members who should use their sagacity of mind and guts to say wrong as wrong and right as right desisting from interfering into the working of district administration which is fully determined and tuned to crush such black sheep in the system bringing slur on name of Revenue Department. |
