Multi crore Flood Protection Project at Sidhra, ill-conceived planning of I&FC
Bund reduces space for smooth flow of flood water

Jammu, June 6: Notwithstanding the fact that a project doesn't bring desired results unless the department concerned gives thorough consideration to the project taking into mind the technicalities involved to achieve the target but the Irrigation and Flood Control (I&FC) Department planned the multi crore flood protection project without proper planning viz a viz the requirement of project which left many loop holes making the spaces of bund congested to hinder the smooth flow water. Moreover the basis put forward by I&FC Department on the necessity of the project were totally baseless.
Sources told Early Times that I&FC Department was of the view that the project has prevented the washing away of the upcoming Sidhra Golf Course during the floods of September 2014 and has helped in reclaiming many acres of land along the left bank of River Tawi at a place where the width of the river was vast.
"Astonishingly in the Detailed Project Report (DPR) of the project there is no mention of protection of the Golf Course or the Sidhra Town from flooding. Going by the DPR, the project has been devised for training of the river and reclamation of land. When the construction work of the Golf Course was taken up at Sidhra by the Tourism & Culture Department certain flood protection works (crate work) were executed along the bank of the river Tawi adjoining the boundary of the Golf Course," they alleged.
They further informed that the strengthening of the already executed flood protection works would have prevented flooding of Sidhra Township which lies behind the Golf Course on a piece of land which is quiet high and has hardly any history of being affected by floods even of higher magnitude.
Moreover the encroachment of state land along the river bed in Sidhra had already commenced when the Golf Course project was started. The Tourism & Culture had then impressed upon the district administration/ the JDA for prevention of encroachment and demolition of illegal construction activity in the vicinity of the Golf Course. However, the encroachment activity could not be prevented, they informed.
