Delay in issuing MSP impedes APs' interviews | PSC to conduct written test for +2 lecturers posts first | | Akshay Azad

JAMMU, June 6: The delay by Jammu as well as Kashmir University to issue Minimum Standard Procedure Certificates to Ph.D qualified candidates as per University Grants Commission (UGC) guidelines has been delaying the interview process for Assistant Professors' posts. Consequently the Jammu and Kashmir Public Service Commission (JKPSC) has reportedly decided to conduct the written test for posts of +2 lecturers firstly, followed by the interviews to Assistant Professor for Government Degree Colleges. Though University Grants Commission (UGC) had issued new regulations in 2016, stalling the controversy over issuance of Minimum Standard Procedure (MSP) certificates but two varsities of state Kashmir University and Jammu University administration has failed to issue MSP to Ph.D qualified candidates so far. Dean Research Studies (DRS) of Kashmir University Prof. Javaid Ahmed said that they have collected all the documents from the Ph.d candidates and soon the MSPs would be issued. "As per the new guidelines of UGC, the candidates have to fulfill five conditions including publication of two papers out of which one paper in a standard journal and other in some local journal", he said, adding that as per the certificates submitted by Ph.D qualified candidates, many candidates have not published any paper. He further said, "Those who are not satisfying the conditions put forth by UGC 2016 guidelines will not be issued MSP certificates. In coming one of two day, MSPs will be issued". An official of JKPSC, informed Early Times that due to delay in issuance of MSP certificates, Commission was reluctant to start interview process. "We have decided to conduct entrance test for +2 lecturers' posts firstly and interviews for Assistant Professor posts' will be conducted later", he said, adding that interviews in the subjects, in which the MSP certificates were no issue, might be conducted in the end of June month. |
