Docs conduct surgeries illegally in Rajouri

rajouri, June 10: Despite several notices issued by the Chief Medical officer, many doctors , serving in the district hospital Rajouri, in nexus with the owners of Private Health Care Clinics/ consultation Chambers/establishments have been conducting clinical procedures interventions, major surgeries etc.
Not only this but many doctors who have registered their Specialized Procedure / Intervention Clinics/ Consultant Chambers under 'clause 5 of general conditions under norms for registration and licensing of J&K Nursing Homes & clinical Establishment Act are conducting Major Surgeries & other Major interventions, which are to be conducted in the proper Operation Theatres as per guidelines.
After several complaints from the general public and by the internal sources , Chief Medical Officer(CMO) Rajouri vide his office order No CMO/NHCER/2016-17/3737-52 dt 10/6/2016 with information to higher authorities has issued final notice to such Health Centres/owners to apply for the registration with Directorate of Health Services ,Jammu within a 7 days and not to operate their clinics/establishments during this period and for any violation they would face strict action under J&K NH&CE Act. Officiating CMO, Dr AD Singh Manhas has also directed all the concerned intending persons/ owners/ consultants/ doctors of such private Health centres/consultant chambers not to conduct major surgeries/ interventions requiring operation theatre in their establishments registered under J&K NH&CE Act ,2006.
"If still they persist to carry major surgeries/interventions requiring operation theatre in their clinics, they will be held responsible for any unforeseen mishap and their registration & licensing of J&K Nursing Homes & Clinical Establishment Act will be cancelled" said Officiating CEO.
Pertinently, after several complaints the then CMO Rajouri, Dr Chaman Bhasin onMay 3 vide his office show cause notice No CMO/ES-2/JKNH&CE/R/2016-17 has issued show cause notice to 5 such health establishments operating in Rajouri city to explain their position/ show their registrations etc.
Many government health centres have been suffering due to engagements of its employees by the private health institutions and even these employees allegedly forcing the patients to approach private Nursing homes for minor/major surgeries and other treatments.
Not only are these private health centres running short of qualified doctors but also don't have required infrastructure and other important facilities like Special Neonatal Care Unit (SNCU), labor room, intensive care unit, post operative facilities, blood bank, referral transportation facilities, diagnostic laboratory, pharmacy etc.
Moreover, many private healthcare centres are running without proper registration/ renewal of registration and unauthorizedly conducting surgeries and other treatments without proper sanction from competent authority.
After several complaints lodged by the people of Rajouri with Chief Minister's Grievance Cell (CMGC) and on the directions from CMGC show cause notices had been issued to five private health establishments .
It has also been reported that many private health institutions not following the Bio-Medical Waste management rules / acts as per directions from the Apex Court and High Court of J&K.
Even many such centres have not displayed the registration of their establishment/ clinics, type of facilities sanctioned as per registration, duty roaster of authorized employees including visiting day & timings of consultants engaged as per registration, type of machinery/ equipments authorized to install in the centre etc. Important to mention that recently a surgeon (MBBS) appointed at district hospital Rajouri begins his private practice in the vicinity of the hospital that too by showing additional qualification as DNB ophthalmology. After several complaints inquiry has been against this doctor namely Shah Amir Abbas by the Director National Health Mission and axe is likely to be fell on this Munna Bhai MBBS.
