Illegal recruitment in ULB goes unabated in Valley | Probe order gathering dust since 2011 | | Javaid Naikoo

SRINAGAR, June 10: Findings of massive illegal recruitments in Municipal Councils and Committees of Kashmir goes unabated as state administration is yet to take action on probe committee findings of ULB department constituted in 2011. To check number of illegal recruitments in Municipal councils and committees of Kashmir division since 2005 to 2011, Urban Local Bodies (ULB) department in 2011 under order number 110-HUD of 20-04-2011constituted a two member committee of officials to probe the matter and submit report with recommendations of action against officials involved within 20 days of time. Accordingly Muhammad Afzal Bhat then Director ULB Kashmir and Saugat Biswas then additional secretary to government, Housing and ULB were ordered to probe the racket of illegal recruitments in existing 42 Municipal councils and Committees of Kashmir division.Important official Documents accessed by early times reveal that after a thorough probe in to a racket of illegal recruitments, authorized committee of two members of ULB department came up with a list of massive '743' illegal permanent appointments and a huge total of '1829' appointments of illegal need base, casual, adhoc employees in Municipal councils and committees of Kashmir division. As per document details, the committee in its final report mentioned that all such illegal appointments were made by timely placed concerned Municipal commissioners and executive officers of Municipal committees in between year 2005 to 2011. Authorized officials ordered to probe illegal recruitments according to details were also directed to find out procedures followed by concerned officials to recruit people and fix responsibility of the officers involved in illegal recruitments. Sources said that officials submitted their report within a stipulated period time with all the necessary recommendations of action against concerned officials involved in illegal recruitments. However, till date no action was taken against any concerned Municipal commissioner or Executive officer found involved in illegal recruitments since 2005 to 2011 in the findings of the inquiry committee. Official sources informed early times that number of illegal recruitments never stops in Municipal Councils and committees as there is no authorized government recruitment policy with ULB department. They said that as per a tradition timely placed top brass officials in Municipal councils and committees appoint sons and daughters of employees who are either retired as employees of such councils and committees or are in service. Official sources said that people are recruited without any set procedures like advertisement of posts in print or electronic media for awareness among common masses. Sources said that in most of cases concerned officials illegally appoint people initially as need base or casual laborers in exchange of hefty amounts of money and then without even completing mandatory seven years of service as permanent Daily rated workers frame their permanent orders by erring official documents with impunity. Sources said that after 2011 number of illegal recruitments saw an enormous addition in Municipal Councils and Committees due to involvement of politicians in illegal recruitment of their fair faces. Meanwhile despite repeated attempts no contact could be made Minister for Housing and ULB for his comments on the issue. |
