JAMMU, June 10: Forest department has virtually turned into a private company, as in violation of 25 CCA services rules, majority of foresters are manning job of Range Officers for past 20 years.
Sources in forest department informed Early Times that rules are being tailored in the department while allotting major forest ranges' to ineligible persons by the higher authorities.
"Norms are being thrown into the wind, while making promotion and allotting the major forest ranges in the state. As junior most foresters are manning the sensitive forest ranges, as incharge basis for last twenty years", sources said, adding that 25 CCCA service rules, in case of allotment of ROs post to Foresters is being violated.
"According to 25CCA services rules, the incharge system should not prevail beyond 3 to 6 months without the prior permission of Chief Minister of the state. But the Principal Chief Conservator for Forest and Chief Conservator of Forest have made it routine matter in the department", sources claimed, adding that unfortunately authorities above the PCCF and CCF never bothered to break the unholy nexus ruling roots in the department.
Sources further said that the top boss of the department had made mockery of rules in the department. "It is obvious that incharge Range Officer manning the major sensitive Ranges in connivance with top boss, who had spoiled the department for vested interests", they alleged, adding that these so called most of the incharge Range Officers have no proper appointing authority.
"Most of the Range Forest Officers had managed to get promoted from Forest Guard to an Officer on basis of fake and unauthorized", they added.
Sources requested Chief Minister to overhaul the department. "The department got rusted, due to unholy nexus. The Forest Minister who made number of statement while holding charge as Minister, is seem helpless to clip the wing of officer who had damaged the department", they said. |
