Jammu, June 12: Castigating the J&K Govt. for no responsive approach on the issue of reservation in promotions, the representatives of different Socio-religious organisations, the Jammu Kashmir Reserve Categories Employees Association (JKRCEA), Forum of retired employees, Sarpanches and Panches of all reserved categories expressed serious concern deliberate breach of reservation policy of the State which is clearly justified by the paying no heed by the Govt. to restore reservation in promotions. Pertinently, the J&K High Court, in its judgment on October 9, 2015, struck down some sections of the Jammu and Kashmir Reservation Act. The court struck down Section 6 of the Jammu and Kashmir Reservation Act, 2004, and Rules 9, 10 and 34 of the Jammu and Kashmir Reservation Rules 2005. The private respondents approached the Apex Court and are granted stay on operation of DB Judgment. Speaking during meeting, Dr. Sanjay Bhasin, chief of JKRCEA while speaking on the occasion said that with the formation of new coalition government, the reserved classes were hopeful for implementation of reservation in recruitment, promotion and all other developmental schemes but with the way, the current issue of reservation in promotions is viewed by the Govt., a sense of losing all confidence has prevailed among the people of reserved categories. He also said that in spite of fact, the J&K State Govt. was a party in the case of reservation in promotions lying pending before Supreme Court but unfortunately it evaded from contesting in favour of its own legislation. Piran Ditta, President, Guru Ravi Dass Sabha said that in case reservation in promotions is not restored, it would expose the anti-reservation intent of govt, and the reserved classes would be deprived of their rights. "If the government will not take this grave issue very contentiously or will not take any remedial step to restore the reservation in promotion for the reserved classes in the current session itself, we would be left with no other option but to come on roads for mass protest against this" he added. Mohinder Bhagat, state president Bhagat Maha Sabha, warned the ministers & legislators of their communities of serious consequences if they would be failed in protecting the reservation in promotion of reserved categories employees. Prof G.L. Thappa, president retired SC/ST employees Fourm, Dr. ML Rao, general secretary BJP SC Morcha and president of Mahasha Sudhar Sabha, Dr. Zabeer Ahmed, general secretary JKRCEA and Prof Kali Dass representing All India Backward Classes Union requested the state government to defend its own Act before Apex Court which would indeed win the faith of majority population of J&K State which they have on present dispensation. He also urged the government to come out with quantifiable data showing the total percentage of reservation given to these communities in last 50 years. |
