Jammu Jane 12: In a swift turn of events, district administration succumbed to the pressure of Patwar Association Jammu to favour a delinquent patwari reversing his suspension order within six days without completion of enquiry by ADC, Jammu.
As per a document available with Early Times, Varun Dogra, Patwari halqa Maralia falling under Naibat Maralia of R. S. Pura was placed under suspension on 31-5-2016 by Dy. Commissioner, Jammu on the report of SDM, R.S Pura specifically based on two major grounds i. e patwari having engaged retired person to do his official job of patwari and patwari is not capable/trained to perform his official duties of maintenance and updation of revenue record of his own. Simultaneously in terms of above order, Addl. Dy. Commissioner (Adm) was directed to conduct enquiry against the said Patwari.
The sources informed that the quick action of young Dy.Commissioner was appreciated by one and all. The aggrieved public of Patwari Halal Maralia pinned their hopes on impartial enquiry by ADC, Jammu in the absence of suspended Patwari Varun Dogra to unearth the scam alleged by the public.
The sources further told that soon after suspension of Patwari, the influential association of Patwaris allegedly begun mounting pressure on the District Administration on one pretext of the other openly favouring erring Patwar and made it an issue of do or die situation. The sources alleged that money, muscle and political power is the major factor which runs the revenue department at the gross root level. In this backdrop, the sources alleged that a senior most BJP minister above the local BJP ministers happened to make a safe passage for accused Patwari to go back to his original place of posting at Patwari halqa Maralia from where he was suspended on 31-5-16 on charges of corruption.
As per another document of dated 6-6-16 in possession of Early Times revealed that the version of earlier order dated 31-5-16 suspending Varun Dogra has been reshaped on the intervention of a deputation of Patwaris for keeping the suspension order in abeyance which seems to suit the safey and safe passage of patwari directing him to continue to discharge his duties at his original place of posting without completion of enquiry by ADC.
The sources told that how is it possible to commit an error of judgement in earlier self explanatory suspension order of dated 31-5-16 issued by district administration is a question mark on the accuracy of understanding the findings of enquiry report of SDM R S Pura of dated 25-5-16 by the officers at the scrutiny level in the office. The sources further told that when ADC Jammu had already been assigned the enquiry vide order no. 31-5-16 after suspending patwari, one wonders on the sagacity of district administration to issue another order dated 6-6-16 once again asking same ADC to do enquiry now sending back accused patwari to his original place of posting so that he can manipulate the records in his favour, sources alleged.
The sources further told that suspension is not a punishment and it is just a means to keep the accused employee away from his place of posting enabling impartial enquiry and it is astonishing that what was the necessity of quickly swinging into action for suspending Patwari on the report of SDM if the report was not up-to the mark and up to the satisfaction of district administration, they alleged.
Another quickly issued order,allegedly under duress, on the same speed asking patwari to go to his original place of posting and redirecting ADC to enquire into the allegations of lower revenue officials against higher officials of Sub Division, R S Pura appears intriguing to believe what the supporters of patwari narrated and, indeed, a lack of confidence in the hierarchy working down to district administration in R S. Pura tehsil , the sources said, adding that it is bound to pass on wrong message down to tehsil level and demoralise the honest and dedicated official/officers at the cost of corrupt elements in the department. |
