Sports Council blatantly ignored MYAS guidelines to appease political masters | Beyond politicking over Stadia | | Abodh Sharma Early Times Report
Jammu, June 12: On the hind side of the hectic politicking over allocation of central funds for construction and renovation of sports infrastructure in Jammu and Kashmir, it is astounding that the guidelines of the Union Ministry of Youth Services and Sports (MYAS) have been completely flouted owing to political voracity and a visionless administration that succumbed to it. The details of the allocation of funds by the MYAS available on their official website clearly indicate that the J&K State Sports Council and J&K Government trashed the laid norms completely to fulfill political gluttony. Arun Kumar Singh, under secretary to the Government of India, wrote to Director General SAI on 26.11.2015, conveying him the approval for allocation of Rs. 200 crore for renovation and construction of new sports infrastructure in J&K. The funds were to be released to the J&K State Sports Council through the SAI for proper monitoring of their utilization. According to the specific break off of these funds, the letter clearly mentioned that while Rs. 30 crore each were to be spent on renovation of outdoor play fields in capital cities, Rs 2 crore each were to be spent for laying of synthetic track, Hockey Astro turf, swimming pool and indoor sports complex in Jammu and Srinagar, amounting to Rs. 92 crore in total. The details further mentioned that Rs. 4 crore were to be spent for 12 districts, while Rs. 2 crore each were to be spent for indoor halls in Poonch and Rajouri. Interestingly, Rs. 50 lakhs were allocated for each of these 12 districts for purchase of sports equipment, amounting to Rs. 6 crore Besides, Jammu and Srinagar were allocated Rs. 2 crore per year for 5 years for special coaching/training, competitions, incentives to sportsmen and 5 lakhs to each of the earmarked 12 districts for 5 years, thus total allocation amounting to Rs. 200 crore. Interestingly, not only Jammu was grossly discriminated against as State Government identified only 3 districts in Jammu and 9 in Kashmir for construction of indoor stadia, there has been negligible or no progress to expend huge allocation by the union government that has the potential to transform the sports scenario in the state. Blame it on the incapability of the Secretary Sports Council, who is the nodal officer, Six months since the 60 percent of the total allocation was made to the sports Council through the SAI, the former has only sat over the funds. Sources disclose the SAI authorities have already been pressing the Sports Council to submit utilization certificates against the funds released in their favour so that next installment of the sanctioned funds can be released, but no progress is visible on ground in any of the 12 districts. Sources in the government disclosed that the Sports Minister has taken a serious note of the incompetence of the incumbent secretary J&K State sports council, who was holding on the Chair by wearing his allegiance with first political family of the state on his sleeve and efforts are on to find a suitable officer who can handle such projects. |
