Kathua, June 19: Irregularities within Custodian/ Revenue department have came to the fore where one hundred and fifteen kanals of prime-agricultural land has been allotted to the refugee family, which is sixty seven kanals more than forty eight kanals that this family was entitled to get as per government order no 578/C.
Rachchpaul Singh, an RTI activist, disclosed these scandals due to failures of Custodian/ Revenue officers, who allegedly manipulated the mutation and allotted 115 Kanals of prime-agricultural land to the influential family in different parts of the Jammu region.
The refugee family was allotted fifteen kanals and two marlas of Custodian land at Narwal Pain under Satwari Patwar vide mutation no. 552, dated:-16-07-1956 falling under Khasra no 64(now new khasra no's 185,195,196,205,206,234, 235,238 etc.) and he was also allotted thirty two kanals of government land, vide mutation no. 323/C, at Rakh Dhiansar, Kartholi, Teh:- Samba ( now distt. Samba) falling under Khasra no. 247 min.
This way the refugee family was allotted forty seven kanals & two marlas of land which was only eighteen marlas less than forty eight kanals that they were entitled to have as per government order no. 578/C. Rule 484 Form A, only shows the entry of thirty two kanals of land allotted at Rakh Dhiansar Kartholi and no entry of fifteen kanals and two marlas of Custodian land allotted to Amarnath Lakhanpal at Narwal Pain Satwari has been made for obvious reasons.
The refugee family was allotted fifty one Kanals and eighteen marlas of land at Razal, Teh: Nowshera, Distt. Rajouri vide khasra no's370, 372, 374, 375, 376, 380, 668. No copy of Form A in the name of the head of the family. This whole exercise, according to the sources said, was done with an intention to cheat and defraud.
In 1987, five kanals of custodian land falling in Digiana Patwar jointly under khasra no 667 in Digiana Patwar, was allotted in contravention of Circular No. R/Reh/40/111 dated 02-12-1985 of Revenue Deptt. Which states that only PRO, Jammu is empowered to allot land to refugees (displaced persons) in Jammu district.
The crusade against this land mafia under the command of retired Brig. Kamal Kumar Lakkanpal was started by this RTI activist in 2014 but even after two years and after approaching all departments like revenue, custodian, PHE, PDD, Cantonment board Jammu, State Vigilance organisation nothing happened.
During this period construction of twelve houses was completed and five houses are being constructed on war footing in the illegally allotted Govt. land to the refugee family.
On 06-03-15, a complaint was filed before Provincial Rehabilitation Officer (Custodian), Jammu, in this regard which was marked in the name of Mansoor Pal, Inspector Custodian Deptt. But he did not conduct any enquiry in the matter and didn't take any action or prepare a factual report in the matter for obvious reasons.
Above all a preliminary inquiry (verification) vide SVO no 27/2015 in the whole matter is being conducted by the Vigilance, Jammu for the last about one year on the directions of Hon'ble Court of Special Judge Anticorruption, Jammu on a complaint filed by this RTI activist. |
