JKP officers feel victimised over non-implementation of SRO 549
Over 100 SPs, SSPs of KPS cadre awaiting promotions

Srinagar, June 19: Even as the government had during last Assembly session on October 12, 2015 agreed that KPS officers were facing disparity due to long pending issue of caderization which ensures their induction into IPS, but even after one year they are waiting for their promotion to the next higher rank of DIG for last several years due to their non caderization.
The government was also said to have failed to implement SRO 549 of 1984 for managing the services of directly recruited officers in JKP. The 2001 batch KPS officers are entitled for promotions in July 2016 when they complete their 15 years of gazetted service.
As per the details available with Early Times, the Government of J&K vide SRO 549 dated 19-10-1984 promulgated J&K Police Gazettted service recruitment rules which provided that while all the senior duty posts in the cadre strength of IPS of J&K State will be manned by IPS officers, the State Police Service officers without their induction into IPS shall get elevated up to the rank of DGP on ex-cadre basis and for which some number of posts were earmarked for promotion of State Police Service Officers, but to the disappointment of the J&K based local police officers, these rules were however kept in abeyance vide SRO-166 dated April 22, 1985 without being implemented.
The irony of the local police officers is that despite the fact that KAS and KPS officers are recruited through a common exam conducted by PSC, but KAS has a cadre of its own while KPS officers are without any cadre and the issue has been neglected by successive previous governments.
The proposal of setting up of KPS cadre like that of already existing KAS cadre on the lines of State Police cadre in other states like Punjab Police Service (PPS), Orissa Police Service (OPS), Himachal Police Service (HPS) has already been discussed and the urgent need to have the proposal executed felt by PHQ. The KPS cadre proposal (career Planning of State Police Officer) has already been sent to Home department but is lying unattended as Service rules don't permit Poice Officers to form an association or union to push their genuine demands.
The setting up of KPS cadre shall benefit all the Gazetted state police officers from the rank of Dy SP to SSP which include KPS batches of the year 1999, 2001, 2004, 2008, 2011, 2012, 2013 about 500 gazetted police officers in number which comprise of 80% of the total police officers of J&K.
A KPS officer who doesn't get inducted into IPS retires in PB-III, whereas a KAS officer who dosen't get inducted into IAS retires in PB-IV, reservation of some posts for KPS officers who don't get inducted into IPS and issue of time bound promotions as in case of IPS cadre.
The KPS cadre proposal file which is lying in the home department since last one year needs to be pursued and KPS cadre be created to benefit more than 500 gazetted state police officers and their families and to boost the morale of direct police recruits of the state.
A senior Police officer said that if an officer gets Administrative line, he gets the early promotion and get the IAS rank during his carrier unlike the officers who are inducted in police department and added that whenever the issue was raised in Assembly or Council, House Committees were constituted. He said that several house committees have also recommended removing of discrimination with the KPS officers, but nothing was done till date, even after the assurance made by the previous government a year ago.
