SIC remained 'non-functional' in July, no order issued | | | Early Times Report
Jammu, Aug 1: The state information commission (SIC) has not issued even a single order related to the disposal of Right to Information (RTI) appeals during the month of July, reveals its official website. The situation at the state vigilance commission (SVC) and the state accountability commission (SAC) was also not good. Details available with Early Times reveal that SIC disposed off 19 cases in June 2016, but in July, as per the data available on its official website -- www.jksic.nic.in -- not a single case seems to have been disposed off. Same was the case with SVC and SAC. SVC is fully operational having one Chief Vigilance Commissioner and two Vigilance Commissioners looking after its affairs. SAC too has a chairman and two members to dispose off cases, but the disposal rate is alleged to be much less than SIC. Pertinent to mention that the lone State Information Commissioner operates from Srinagar office of the commission. The RTI appeals of Jammu pending before the commission are increasing day by as appellants can't afford to travel to Srinagar. RTI activists have requested the information commissioner to also shift to Jammu for disposal of cases. Out of 3 Commissioners in SIC , only one is looking after the commission as two others -- G R Sufi, Chief Information Commissioner, and S K Sharma. Information Commissioner -- retired in February 2016 and October 2015 respectively. Present Information Commissioner Nazir Ahmad now hears cases both from Kashmir and Jammu. Sources say that Nazir Ahmad hears some cases through video conferencing as well , but many people from Jammu region are not able to travel all along to Srinagar and for last 25 days not a single case has been disposed off by SIC due to the ongoing agitation in the valley. RTI activists have to appealed to the chief minister and the governor to intervene, saying the absence of information commissioners would make SIC non-functional. After the retirement of Sufi and Sharma, it was hoped that PDP-BJP coalition government would appoint new commissioners after consulting the leader of opposition, but that hasn't happened so far. As per the provisions of J&K RTI Act 2009, Information Commissioners and Chief Information Commissioner can only be appointed by the governor when the selection committee consisting of CM , Leader of Opposition , and one cabinet Minister nominated by CM recommends the suitable candidates. The RTI activists have appealed to Nazir Ahmad to dispose of RTI cases on fast track basis so that cases pertaining to Jammu division are at least disposed off until situation in valley becomes normal. |
